recently, some of your vessels have been found of suspicious activity within Order space.
First, some of your vessels have been seen in Omicron minor, as well as docking with the Isis. During the civil war between yourselves and the rest of the Corsairs, the Order High Command closed Order space to HAF ships. My agent was told by one of your men that war was no over, however you have not requested permission to enter Order space, and as it stands, you are still prohibited from entering Order space.
Secondly, an agent under my personal supervision detected one of yoru agents in Omicron 100. When it asked what your ship was doing in there, it recieved no response. Therefor we have reason to suspect suspicious activity.
Please respond, explaining these actions, and your reasons for being in Omicron 100. That system is for Order tagged and id'd ships only, as well as allies of the Order| faction, which you are not part of, therefor were unauthorized to enter Omicron 100. Note, we are not afraid to use violence to defend our space against intruders.
In addition, if you have purchased any new Order ships, we ask you return them immediatly. Order High Command has prohibited any non-Order members from purchasing new Order ships. If you refuse, it may result in conflicts.
HAF, please remember, you are corsairs and we respect your kind, however these actions have given us reasonable reason to suspect odd activity from your ships in Order space and we kindly ask for an explanation, and if you wish to improve Order-HAF relations, to propose an alliance which we will gladly look at and if one is achieved, will result in your permittance to enter Omicron 100 and friendly terms with one another.

I was not aware of that fact, and it makes me somewhat happy. A faction should stick to their ships and eqquipments, it show's a lot about the pilot or men operating the vessel.
On another side, as it stands the Order is not concidering the HAF to be "allied" as you can see via our faction post. However we are aware that you do not pirate and have other priorities. We'd like to take the chance to raise our diplomacy, if you are willing, however we'd need to know your purpose among the Corsairs to take these steps.
