I am Chief of Police Jean Holiday of the Liberty Police, Inc. though I dont think we need introductions do we?
Here is the issue, Officer Shield is apart of the Interceptor Task Force in Liberty. She combs Liberty with a fine tooth pick to ensure traders like yourself and regular citizens are kept safe from organized crime and she helps other law enforcement agencies with well for lack of a better word. Interception.
Today at 2230 hours Officer Shield was in front of Planet Erie where a disgruntled Officer who was clearly having some sort of medical or mental emergency was firing shots at a naval cruiser. The ship was of little threat as its guns cant penetrate an Archers shield. Nevertheless Officer Shield went in and tried to calm the situation but to no avail. Unfortunately Officer Shield was forced to open fire for the safety of the public. While she was in combat one of your Universal Ships decided it was a good idea to get within 196m of the fight and the suspect decided to fire on your USI's ship. Now in accordance with Liberty Law everyone has the right to self defense when fired upon. However it was the negligence of your employee who got himself in that situation and put my Officers life at risk. In accordance with Liberty Law, Obstructing the Course of Justice is an illegal offence. When your Employee put himself between my Officer and the suspect she was attempting to take down your employee then committed a crime. After the suspect was taken down your employee had this to say. "[*USI*]Hoplite.I: I wanted to see what the flashing lights was, last time I checked it wasn't illegal." The pure arrogance and disregard for my Officers life all so he or she can see some flashing lights is completely disrespectful and appalling.
Now we are business partners, we have a mutual understanding and we both work towards the betterment of Liberty. I dont want to have to fine your corporation. I will however settle for a mere apology letter from the ship's user instead. I eagerly await your response.

As Chief Security Officer for Universal, it falls to me to sort out this rather unfortunate situation. I have spoken with our pilot in question and his testimony lines up with the statements you have made. From what I understand, and in my own past experiences, LPI officers in combat situations have always been happy to receive assistance from corporate security forces who happen to be in the area.
Universal has recently undertaken a revival of our security presence which is the reason my pilot found himself in that situation in the first place. Like Officer Shield, our more frequent presence in Liberty's trade lanes is to "comb Liberty with a fine tooth pick to ensure traders like ourselves and regular citizens are kept safe from organized crime and to help other law enforcement agencies with well for lack of a better word. Interception." I must emphasize the words "help" and "interception" Although I did not witness the fight itself, being an officer of the law you have undoubtedly been in firefights involving 3 or more combatants. I'm sure you are aware that the velocities and maneuvers performed by snub craft can be quite chaotic in the heat of the moment. Unless my pilot positioned himself directly in the path of officer Shields weapons with the intent to prevent the targeting of your other, how did you say it, "pilot with a mental emergency" I fail to see how you can justify accusing my man of wantonly committing a crime.
However, because of our longstanding business ties, I will personally issue your desired apology even if I frankly disagree with your assessment. So, on behalf of USI, I apologize. Furthermore, to ensure that a situation such as this does not happen again, since there seems to be a lack of clarification on where the lines between "combat assistance" and "criminal obstruction" are drawn, USI combat pilots will be issued standing orders to not assist LPI pilots in combat situations for any reason.
As an added bonus, Universal would like to finance a 3 night family vacation for four on the OSC Luxury yacht of her choice. (just in case officer Shield should be suffering ill effects of PTSD from witnessing the destruction of the pilot she was in the process of destroying).

The employee in question asked my Officer if she needed help and while her answer was incredibly short (due to her being in combat) She made it clear it was no. Your Employee then decided to get closer and into the combat zone. A violation of the lawful order given by Officer Shield, which is a crime in Liberty.
I find it hilarious you plagiarize my description of my Interception Task Force and say its what you do. I am sorry but thats not going to fly with me. The Liberty Police, Inc. are Law Enforcers it is our primary focus. Regardless of your Corporate Security your primary focus of your entire Corporation is trade. We welcome the help USI offers but when an Officer tells you to back off you do it, not move closer.
I find it appalling that you would tell your corporate security not to aid Liberty Officers as a punishment for me calling your employee out. This is the behavior of a child not a Chief Security Officer.
I dont know why I give breaks to people, this could have been over with if I had just sent out a fine because that seems to get peoples attention more then reason.

You may not have found my sarcastic response to your liking, but this would have been much easier on everyone had you included the evidence you obviously possessed straightaway. I myself dislike over complicated drama and when I am faced with a he said-she said argument involving one of my people, my instinct is to protect my own. Clearly, you have the same instinct.
Rest assured my man will be sanctioned for failing to be wholly truthful to me about the incident and you may levy whatever fines you wish.
Your task force may be the premier law enforcement agency in Liberty but what I said was no plagiarization. I have every intention of building up USI security forces as much as humanely possible and while we don't trouble ourselves with conducting cargo scans our patrols are increasingly becoming more frequent in appearance. Our pilots have patrolled every lane in Liberty space regardless of whether there is a transport to protect or not. We will hunt down and destroy any pirate vessel we encounter whether or not the LPI is on station to assist us. Believe me when I tell you that my comparison is not a mischaracterization of my intent nor our growing capabilities.
I'll rescind the order. But I'm curious as to why the order would so bother you if your officers don't require our assistance?

Holding back evidence is something I like to do. I dont show all my cards right off the bat, If I did I wouldnt be Chief of Police now would I? I trust your scolding of the employee in question will be sufficient and I expect this to never happen again. So as of this point I dont deem it necessary to fine your employee, consider this case closed.
On to your final point, The Liberty Police, Inc. will not turn away assistance should we need it. Your order to cease all aid to the Liberty Police, Inc. sounded like a retaliatory effort to secure your ego and not the Republic of Liberty. I put my House before myself. Regardless if I dont agree with your actions I will still do my job an ensure your corporation goes unhindered within Liberty. Thats why it bothered me. You put yourself before you home.
