The Bretonian Government wishes to formally invite representatives of the Reformed Kusari Empire to discuss relations between our two houses now that the dust from the Gallic war is begging to settle. We would be more than happy to host this meeting if you wish or we await your suggestion for a location.
The Kingdom would like to address the following points:
-Borders and the Tau Region
-Gallia and it's role in the Tau Region
-Trade & Research exchanges between tertiary institutions
-Possibly Military cooperation
We eagerly await your reply. If you wish to discuss something with us, we will be more than happy to accommodate it.
To the esteemed Secretary of the Bretonian Cabinet, Alexander East.
Acknowledgement of reception of diplomatic contacts.
The Ministry of Foreign Affairs apologizes for the delay in acknowledging your message. Currently the Ministry is analyzing conflicting information and reports, and is preparing to issue a more comprehensive reply to your topic of discussion. Expect a follow up communication soon, on this same channel.
Office of the Ministry of Foreign Affairs
Reformed Empire of Kusari
To the esteemed Alexander East - Secretary to the Cabinet
I bid you good day, Secretary Alexander. It is me once again, Toshinori Kojirou.
I hope this message finds you in good health. I remember last time we contacted the Bretonian Government we were inquiring about some recent acquisitions by Bretonia from our common acquaintances, the Independent Miners Guild. I feel that it's quite pertinent, considering the topics brought up at this time.
Recently the Prime Minister has made himself difficult to reach, as it seems he's turning his attentions to the end of his mandate and the eventual reorganization of the Parliament and Cabinet that will happen soon. This has made difficult to compile a good structured reply to your proposal.
Allow me to elaborate on each point, with varied degree of certainty:
> The position of Bretonia in the Taus has been greatly affected due to its status of war with Gallia, and the tragedies of Leeds coupled with the more recent Interstellar Astronomy Commission "demotion" of the system doesn't improve the situation. We stand by our earlier policy of inclusion of Tau-29 in Kusari sphere of influence, but the remaining systems have changed hands too many times in recent years for there to be a hard view on it.
We would like to hear more about Bretonia position on the Taus and the Kingdom borders to the region
> Gallia, is it? Recently, several Gallias have called for us, ironically. Calls for recognition, calls for cooperation, calls for aid. From what we can see, we are sure that The Kingdom of Bretonia does not enjoy common relations with the Royal Gallic Exiles. But what of the Sucessor states, organized under the Confederacy of Gallia? What does Bretonia think of them, how far does this Gallia goes, in Bretonia eyes?
> Regarding Trade and Research, Kusari Keiretsu have resumed their contracts and business operations in Bretonia, and have recently urged by our government to actively participate in the reconstruction and redevelopment of Bretonian war thorn regions to help our longtime neighbours. As for Education and Research, I'll ping our Health and Education Minister, Sanae Miyasu, to present our recent programs and policies about exchange and collaboration in those areas.
> Possible Military cooperation... is that so? Bretonia just having finished a tiresome war probably has little time to consider aggression of its own, and should still have several military pacts active for mutual protection... However, it's not out of the real of the possible to elaborate something similar with Kusari. I will relay your concerns to the Imperial Shogunate Office, once the diplomatic and political questions are sufficiently settled.
I hope that is good enough for a conversation starter. Hopefully the Cabinet will be able to convene in the next days for an expanded set of measures for proposal to your review
With cordial regards, Toshinori Kojirou
Minister of Foreign Affairs
To the esteemed Alexander East - Secretary to the Bretonian Cabinet.
I bid you good day, Secretary Alexander East.
As a result of the parliamentary elections of this year, our Cabinet faced several changes.
Minister Toshinori Kojirou, who spoke to you last time, remained in his position.
Unfortunately, he is not available today, so it is instead my place to inquire about the continuation of this conversation. The question arises if the Bretonian Cabinet wishes to proceed from Kojirou-san's conversation starter, straight to a more detailed approach towards your original proposal, namely a meeting hosted in Bretonia.
In a more detailed manner, we would like to inquire about:
- Location of this meeting, exact location can be disclosed at a later point through secure channels.
- The matter of security, escorts for our delegates and such.
- Whom we may expect to represent the interests of the Bretonian Crown. We ask this in order to be able to send our own representatives according to your representative's position. It would be disrespectful to send delegates if we can expect a summit of Ministers on your side, just to name an example.
With cordial regards, Yoko Nagai
Chief Secretary to the Kusarian Cabinet
We appreciate the reason for your delay, we hope you will forgive us for ours.
The Location for this summit could be held at the University of Cambridge if your people are willing to travel such a distance, If not then we are happy to travel to a location Kusari if that is your wish. We believe the University to be better equipped than any other location in Bretonia at current.
Our Representatives will be:
William Steiner (QC)
Lady Mountbatten-The Duchess of Westminster
Victor Steiner-Director of the SIS
Caleb Bradford-Minister of Trade
Given that there will be high ranking members of our Government and presumably yours we do not object to your request of escorts so long as they do not include anything larger than a Crusier, and for the face to face meeting, we would find it acceptable if you wish to bring members of your Diplomatic security team (SIS agents will be present as well).
To the esteemed Alexander East - Secretary to the Bretonian Cabinet.
I bid you good day.
We deem the location proposed by the Kingdom of Bretonia as acceptable. While escort arrangements are still on-going, it will likely consist of a convoy with up to two Cruisers as escorts. We hope this is acceptable.
In alignment with your announcement, we will announce our representatives:
- Dainihon Nagao, Minister for Economy and Industry
- Kaori Yamamoto, Rear Admiral of the Kusari Naval Forces
Our vessels identification codes will be relayed after the escort arrangements have been finished. Additionally, we wish to inquiry about the date this summit may commence at.
With cordial regards, Yoko Nagai
Chief Secretary to the Kusarian Cabinet
