[Systems/Server?] Newcastle not included in ingame NavMap path setting

Bug: Newcastle is not included in ingame NavMap path setting

For some reason ingame NavMap cannot include Newcastle when setting the best path. For example when you stop in front of Newcastle gate in Leeds planning to go to Cortez, NavMap will still show you as the best path going all the way to New London and through it to Manchester despite it´s longer, and when you ask for the best path to the Cortez inside Newcastle, NavMap says there is no best path.
