The picture does show that there were NPC Corsairs in the area.
However, I'd also have to see a screenie of the guys ID and loadout, before affirmatively calling him a pirate. If he had Junker IFF and a pirate ID of any kind, then yeah, taking him out was fine. If it was Junker IFF and a Junker ID - that's a bit different. Just because Junkers aren't necessarily legal, they aren't necessarily also pirates, either.
Of course, if he was in a pirate ship as well, then that makes a difference, also.
And I've been known to run to the bathroom during a trade lane run myself, but I also try to check my screens prior to entering the TL, in case someone nasty is in the system.
Basically, though, you RP'd it with the chat, make sure you screened what he was, and it appeared to you - as it would have to me - that he'd F1'd or was slot saving. I've forced some people that were slot saving to dock before, which gets them kicked.

Thank you for the responses. First, he was an independent junker, with a Junker IFF; I did not check his ID. However, he was in a fighter, and the Corsair NPC's did not appear until after I had already arrived on scene. Both of these facts made it clear to me that this guy meant business... after he finished his other business.
Well, I'm usually pretty nasty to people who are AFK, or at least silent and unresponsive for long periods of time. First, I hit them with a razor, which usually wakes them up, but if that doesn't work then I methodically remove all of their guns, launchers/droppers/thrusters and, if possible, their shield. If they're going to slot save, then they can enjoy their slot that they cheated for with a bare ship.
What if people have to attend to family issues in the middle of a fight, and only go afk for a minute or so?
To all those people who think AFK = A free kill... Re-arrange those letters, after removing one E... A ill freak. Grammar aside, that describes how you are treating people.
Slot saving? Kill them.
Away for a minute in a fight? Kill yourself.
