As the Government of Liberty had previously assisted the former Federalist government of Rheinland stay supplied with material critical to the war effort the Buro Oberkommando has decided to pre-emptively notify you of the current situation to prevent further escalation. It is the Government of Rheinland's opinion that the positioning of the Battleship Concord and her escorts violate Chapter IV Article 11 of the Peace Treaty of 823A.S. which states:

Both houses are allowed to place one battleship in their zone to serve as base for their patrols. No other military installations are allowed.
While the stationing of the Concord within the Bering system is well within the rights of the Liberty Navy per the treaty, there is no established exception for the Concord to maintain a stationed position within Rheinland Sovereign Territory in the Bering system. As such, the Oberkommando would like to request that the Concord be pulled back to the Liberty Patrol Zone. It is additionally concerning that the Liberty Navy has seen fit to deploy three Archer class cruisers, which are ostensibly used as offensive weapon platforms.
If possible, please provide a reasonable time frame for a drawdown in Libertonian forces in the Bering system and withdrawal of the Concord and her escorts from the Rheinland sectors in Bering.

Your claim to the Republic of the House of Liberty violating the Rheinland-Liberty Peace Treaty of 823 A.S. has been thoroughly investigated by a committee within the government of the Republic of the House of Liberty, and a conclusion swiftly made. The referenced section of the Rheinland-Liberty Peace Treaty of 823 A.S. defines a ten-kilometer zone around the de facto centerline of the Bering system. This was taken into account when positioning the Battleship Concord and their supporting fleets, to remain within the limitations of said treaty. Already, this invalidates the claim that the Republic of the House of Liberty is in direct violation of the treaty.
Furthermore, the Rheinland-Liberty Peace Treaty of 823 A.S. was signed with the former Federal Republic of Rheinland, which has recently been dissolved by the Holstein Accords, invalidating the treaty. The Concord fleet will remain within the established zone to enforce system security until it is no longer advantageous to do so. Should the new official government of Rhienland wish to negotiate a new pact of security regarding the systems bordering the sovereign space of the Republic of the House of Liberty, they are free to contact the appropriate representatives.
