In February 2021, the Story team of the Discovery Freelancer Mod enacted a reform to better ensure quality story development, by requiring Story Developers to work with players to create a so-called "Development Plan", essentially a checklist for a particular area of development, mostly Story.
Story developers would then work with the Community in a discord server inappropriately named "Discovery Working Groups", it wasn't appropriate naming because everything but work came from this server, as the community members invited to these chats to participate, would participate in a non-constructive manner (not to say this is their fault, as the Working Groups were loosely structured).
When Story developers are needing to create Development Plans, and their window to the community does not help them do this, something is wrong. We felt this was not working out, so we have opted to archive these chats, and to migrate community submissions for Story concepts and ideas to the forum using the existing Development Requests sub forum.
The plan is designed in a way that asks the submittor to consider the other faction and the benefits to a region and not just his or her faction, and any attempts to lobby for some story that only considers one faction and ignores others will not likely succeed.
Players and Factions wishing to contribute their Story ideas can fill in the following format, and prefix their thread submission with [Dev Plan];

1. Contents of Development, what is it we are changing? In three sentences or more
2. What is the purpose, what do we gain from this change as a mod?
3. Technical changes needed to be made, if system change required, a sample map and list of changes required by systems (i.e mbases needs changing etc). If infocards, what cards need rewriting, do we need a news article? Etc. Provide brief outline of news article.
4. Who will conduct the above changes, and are they willing to conduct the work?

5. Objective concerns regarding the plan, are all factions involved considered? Does this change cover everything?
6. Scope of change, is this a simple change, a large change, or a major story arc?
7. Have involved parties been consulted, what are their thoughts? Is this a player risen request?
