Bretonian Treachery

MANHATTAN - Wild speculation is abound in the political sphere, and it begins with the supposed leak of the otherwise private negotiations between Liberty and Bretonia with the Harris Treaty. In what appears to be the government leveraging for a fairer deal, the weakened house of Bretonia pulled a wild stunt, and suggested Liberty be their attack dog while they lay claim to the Omegas, and encroach on Rheinland. Further leaks from an inside source suggest Liberty has not only rebuked Bretonia, but has withdrawn from the Harris treaty entirely. While in the short term this means the once-close ally of Liberty loses the wealth of funding that was offered in trade for the planet, we're uncertain what it could mean in the long term. We are very glad that the Republic of Liberty has decided to act upon our cordial reminder. Having said that, and as the previous communications have rightfully mentioned, Bretonia and Liberty's interests against Rheinland are mutual and without a doubt both states highly criticize the recent remilitarization of the state. To that end, the proposal has been amended to include several secret articles, aiming at liming Rheinland's expansion, in hopes that they can be agreed upon. Our proposal reads as follows: Post-War Economic Revitalisation Programme (a.k.a. Graham's Plan), Harris Chapter The Liberty Navy will purchase 10,000 square kilometres (3,861 square miles) of surface on Planet Harris from the Kingdom of Bretonia for use as a military base. The Liberty Navy and the Liberty Security Force may permanently station space forces in the Tau-31 System and ground forces on Planet Harris under these conditions: The total size of the space forces may not surpass one standard fleet unless specially permitted by the Bretonian Government. The total size of the ground forces may not surpass one standard field army unless specially permitted by the Bretonian Government. The Liberty Navy and the Liberty Security Force will be granted a temporary clearance to pass through Bretonian space in order to reach Tau-31, including capital ships. The Kingdom of Bretonia must be notified of the date(s) intended for this journey at least one week in advance. Should the Republic of Liberty wish to return any of its capital ships, the access clearance for the specific ships must be first obtained from either the Bretonian Government, or the BAF Admiralty, or the BPA Command. Should the Liberty military forces within the Tau-31 System breach the NATO convention, or this treaty, or the Bretonian law except as exempted by this treaty, the Kingdom of Bretonia may demand their departure. The Liberty Navy and the Liberty Security Force assets and personnel within Tau-31 may be used to enforce this treaty and the Bretonian Charter of Interstellar Law, as well as to protect Liberty and Synth property from unlawful action. The supplying of these forces will be carried out at the expense of the Republic of Liberty, but may be carried out by Bretonian shipping companies should they be contracted. Synth Foods will purchase the rest of the land surface as corporate property. Synth Foods may begin using whatever land is declared ready by Planetform as soon as declared ready. Until then, those areas will be legally held by Planetform. It is estimated that the project will be fully completed in the late 830-s. DSE will have exclusive mining rights on Planet Harris. The Kingdom of Bretonia will still be legally considered as the land owner. The Liberty Navy and Synth Foods will be considered as land holders. Bretonian law will still apply on Planet Harris and within the Tau-31 System. The Liberty military base on Planet Harris is exempted from this. The NATO convention applies within its borders instead. A local planetary government will be formed. Synth Foods are invited to participate in its formation and send their representatives to take part in the government. Synth Foods and the Liberty Navy will purchase these grants from the Kingdom of Bretonia via the Republic of Liberty. The Republic of Liberty will annul 60% of the Kingdom of Bretonia's debt to the Republic of Liberty as of the date when this treaty is signed. The Kingdom of Bretonia and the Republic of Liberty agree to settle the remainder of the debt at 100 billion Sirius Credits, to be paid over the following 25 years; 4 billion Credits will be provided annually. The Republic of Liberty will pay 3% of its GDP from the year 826 until the end of 827 to the Kingdom of Bretonia. The Republic of Liberty will pay 2% of its GDP from 827 to the Kingdom of Bretonia until the end of 828. The Republic of Liberty will pay 1.5% of its GDP from 828 to the Kingdom of Bretonia until the end of 829. The Republic of Liberty will relax its tariffs towards Bretonian export for three years starting from 1st January 828. The precise terms will negotiated together with the Bretonian Office for Trade and Industry and with Her Majesty's Treasury until the end of 827. Representatives of the Republic of Liberty and the Kingdom of Bretonia will meet at least once every following year to re-examine this treaty, with the authority of amendment or withdrawal should both parties agree. Secret Articles The Republic of Liberty solemnly engages by the present Treaty to apply all means of its respective state to vigorously pressure the House of Rheinland on its shared border. This sentiment has left the citizens and civil servants of Liberty fuming. From a low-balled war debt to the absurd suggestion Liberty allies against Rheinland for an effort that would only benefit Bretonia, voters and officials alike seem to have had their fill of the remnants of the once proud Kingdom. Nationalism across Liberty - Recent pollings have found that the people of Liberty have massively swung towards the idea that Liberty should only serve Liberty's interests, and members of the military agree. A war that cost hundreds of enlisted their lives, and saved the neighboring Bretonia has been responded to with greedy hands and hidden knives, waiting to be plunged into the back of Liberty once the opportunity arises. On social media, there has been increased sympathy shown towards the Xenos and their goals, but the Liberty Security Force has stated that this is merely the terrorists attempting to ramp up their recruitment. What now? - It's unclear where the relations between the two houses will go from here. Public officials have not offered any official statements, though several heads of state have been on the record stating that the leaked treaty is misinformation being passed around by criminal elements, and there has been no such schism with Bretonia. Despite their claims, public records show there is currently a bill scheduled to be voted upon that will levy massive tariffs against Bretonian products, meaning such goods will be much more expensive, and scarce, in the Republic. Interestingly enough, the bill is nearly entirely removing the tariff on raw and intermediate resources from Bretonia and the surrounding regions, suggesting there may be a massive rush of miners looking to cash in on what economists agree would be the biggest event since the Colorado silver rush. With imports cheaper than ever on the raw materials, the corporations of Liberty will want to grab as much as they can, while they can, should this bill see the light of day.
