Owners of Mirai Enterprise,

I am inspector Ayado from the Kusari State Police, and I would like to inform you that your Installation in Kyushu is in breach of Kusari laws as folows.....

VI-1. All bases constructed within the sovereign space of the Empire of Kusari must be registered in the Regulation Database. The vessels authorized to supply each base must also be registered against the same database.

VI-2. Any legally recognized group is entitled to construct bases near existing permanent bases they own. Secondary affiliated organizations may also construct new installations near that organization base, provided they obtain and present written authorization from said primary faction.

VI-3. All bases, unless exempted in writing, are subject to the following conditions:
Do be owned and operated by persons in good standing with the authorities of the Empire of Kusari.
Do incorporate the name tags of all lawful Kusari Law Enforcement Agencies into their base administration computers.
Do not be constructed within 5K of an existing structure. This includes other bases, tradelanes, jump gates or docking rings.
Do not be positioned as to obstruct trade lanes, docking points or other areas of heavy traffic flow.
Do not deploy defence modules within 4K of other structures, unless authorized in writing.
Do not be used as a staging ground or repair depot for groups that are designated as hostile in IV-8 to the Empire of Kusari.
Do not be used as any kind of freeport within the sovereign space of the Empire of Kusari.
Do not construct the following factory modules without written permission: Hyperspace Survey Manufacturing Factory, Cloaking Device Factory, Jump Drive Factory.

Under Kusari Law your installation is ILLEGAL and is now being discussed by the Kusari Naval Command as to what to do about your installation.
We will give you 72 hours to contact us and make your intentions known and to adhere to all the Laws listed above. Failure to contact us will escalate the situation regarding the Insatallation and it wil be deemed to be destroyed.
Initially there will be a fine discussed along with other items regarding your Installation, so it is in your best interests to contact me directly so I can hopefully negotiate a peaceful conclusion.

You have 72 hours.

Inspector Ayado,

I am Hayate Shiraishi, head of Mirai Enterprise here in New Tokyo. That is in fact my base in orbit of Planet Aso. But illegal? My secretaries assured me that everything was applied for and approved. If that's the case, I'll have a few new job openings to fill and a few charges to file for embezzling the fee that's missing from my accounts. If my base wasn't filed for correctly, I'll personally see to it that it is. I'm hoping to work closely with your forces concerning this base once its up and running, so whatever I need to do shall be done. For now I've suspended all shipments beyond basic maintenance and crew necessities until we can get this sorted.

I am pleased that you have resolved the registration of your Installation, and all further investigation of your Installation will now be altered to an Observation level ,which means that the officers within the Kyushu system will be informed to stand down regarding the order to monitor your installation. But please be aware we will be in the relevant area quite alot, so make sure your operating within the law and everything should be fine now.
