The problem with animated GIF images is that they are limited to a palette of merely 256 colours, for one, so each frame of the animation will need to be similar in colour to avoid quality loss that way. Additionally, when using a GIF file, your options for transparent areas become fairly restricted, as it will mutilate anything that fades out to transparency or that isn't opaque on an otherwise-solid image. Therefore, the concept of a rotating signature is advantageous to those for whom the images in question do not meet the qualifications that a GIF animation requires in order to avoid any quality loss.
