There are LOADS of people on this forum who can help.
Can I suggest you uninstall/delete everything to do with this game and then run the instruction video's one after another, completing each step then unpausing to watch the next until all is installed.
I followed the available instructions; Honestly, if it worked for me then the instructions are flawless.

I followed your suggestion to the letter, However the problem still exists. After downloading Freelancer I received this message "Set-up unable to find or read specific set resources dll. Unable to continue."
Re Discovery I received this message "Windows prevented an unrecognized app. I pushed ahead but then Set up was unable continue. I received a message stating that Discovery Freelancer does not use Freelancer Mod Manager. Needs unmodified Freelancer installation.
I had issues with installing the game. I followed the detailed written instructions in the installation guide.. This is on the first page just under the forth instruction to Install Discovery Freelancer
I made certain my downloaded freelancer game was in the default installation folder under "?:\Program Files (x86)\Microsoft Games\Freelancer" and downloaded the Disco mod on a separate file on Windows (C: ) called Disco. I did not put the file into the Program Files or Program Files (x86).

good idea mate, I will join but at this moment I just want to walk away for a few days from this game. Whatever I tried and no matter how many times I swore it just doesn't want to install
By "upgraded" you mean literally that, aka using the Update function in Win7 to get Win10 without full system format? Or did you install a fresh copy of Win10 via DVD/USB? The first option used to be buggy in the past, maybe they fixed that but who knows. It's usually the best to wipe everything clean and install a fresh copy of Win10 instead.
The official instructions are incorrect for Windows 10.
Step 1 doesn't need to be done, that's for Windows 7
Step 2 needs to have ".NET Framework 3.5" and "Legacy Features" (aka Direct Play) added via the Features page. The verbiage on legacy features is unclear.
Step 3 works fine
Step 4 works fine
Step 5 needs to be added for Launcher instructions.
Admin Rights
Programs need admin rights to the folder structure they are writing to during install if they are outside of your user directory, (C:\Users). If you are installing to C:\Program Files (x86), it will ask you for admin rights. Once installed you shouldn't need admin rights to launch and play.
