Special Intervention and Reconnaissance Detachment (DSIR) 'Huguenot' was a fabled special unit within the hierarchy of the former Gallic Royal Intelligence (GRI) known to only a select few personnel. Its purpose, nominally, was the handling of existential threats to Gallia, especially those of an alien or ideologically-sensitive nature, as well as any research into the combatting of these threats. Recently, however, the unit went dark for unknown reasons, only to now reappear, seemingly out of thin air.
History
Histoire
The history of the Special Detachment extends back to the first spaceborne installations of the Gallic Royal Intelligence (GRI). With the discovery of intelligent non-human life and its remnants on the minds of many top officials, the need for a contingency plan to quarantine such knowledge and combat the potential threats that could arise became more pressing. To this end, DSIR ‘Huguenot’ was founded. The unit spent much of its history carefully suppressing knowledge of the origins of Gallia’s trade lane and jump gate technology, among other things, and striking against especially volatile ideologues and dissidents.
With the onset of the Gallic Wars, ‘Huguenot’ found itself working overtime to combat Council sympathizers and agents. This role would soon shift to other divisions as the secret police apparatus of the GRI expanded. As a result, the group was left spinning its wheels, only truly being called out to deal with the most heinous of Maquisard threats. In addition, the unit’s refusal to toe the line with Unione Corse demands and wishes led to them falling out of favor with the Crown.
The ignominy of their fall eventually culminated in their stationing in Zurich at the newly-completed Lausanne Complex, finding themselves wiped from nearly every record to die a slow and quiet death. Desperate to win back the approval of their overlords at GRI and the Crown, they pursued every possible lead of alien activity from the now-open Sirius, sending expeditions to far-flung and barely explored corners of space. In their haste, they became careless and, lacking in proper protocols for such threats, soon found some of their forces had gone missing.
Near the end of the Gallic Invasion of Bretonia, on the eve of the Glassing of Leeds, one of those missing expeditions had found its way back against all odds. With them, they brought back a host of alien specimens from the most distant reaches of the far Omicrons, giving reports of a strange purple planet beyond the Edge. As ‘Huguenot’ raced to make good on these discoveries, the order for an organization-wide lockdown came, and the docking bays and airlocks of Lausanne shuddered closed. They would not open for years to come.
With a stroke of bad luck that echoed a history of misfortune, the alien specimens brought aboard the complex were not as inert as one would have hoped. As if sensing the shift in procedure and atmosphere, the strange blue beings leapt upon DSIR personnel with frightening speed and power, immediately precipitating a runaway containment breach. Before any coordinated defense or sterilization could take place, the entire facility was overrun. Lausanne and its crew were now enslaved to an alien menace.
When the order came to open up and end lockdowns, Lausanne was the last of the former GRI facilities to comply. The official story was a containment breach that had been quelled and contained, one which few questioned given how secretive such matters at the Complex traditionally were. At long last, DSIR ‘Huguenot’ had come out of their hibernation, and re-linked with the rechristened Gallic National Intelligence to reintegrate back into the hierarchy. The recent incursion of unknown aliens into Orkney had caused their work to have a sudden uptick in importance, it seemed. Naturally, the Special Detachment took on the necessary work of monitoring, studying, and dealing with the alien threat. After all, who better than the experts to deal with such a problem?
Organization and Structure
Organisation et Structure
The Special Detachment draws from traditional GRI ranking structure, though its agents are given considerably more leeway with materiel and tactics. Given that the very existence of the DSIR is top secret, all personnel are granted Tier-4 security clearance, with the exception of the Section Chief who sits at Tier-5.
One visual distinction that separates the Special Detachment from other branches of the GNI are the distinctive crimson uniforms they sport, marking them as elites among elites. Such a striking visual feature is also present on their vessels, with traditionally dark accents replaced with a fiery red color.
The head of Special Detachment ‘Huguenot’ and the nominal overseer of all operations aboard Lausanne Complex, the internal name for the rank of section chief ("Intendant") is a title of prestige afforded to the group due to their growing importance in modern Gallia. Within the DSIR, their word is law, and their status puts them on an equal playing field with even the highest echelons of GNI command staff. The Intendant is the sole member of DSIR granted Tier-5 intelligence clearance.
Senior Intelligence Officer
The most senior of DSIR officers, SIOs are often seen leading a strike wing, or if deployed more covertly as the head of a cell of operatives. These officers, sometimes with decades of operations under their belts, are frequently given free reign to operate as they see fit by the Section Chief, only reporting back once an operation has been successful. Senior Intelligence Officers that don’t succeed in their operations aren’t expected to report back.
Intelligence Officer
Representing the backbone of the Special Detachment’s personnel, IOs are experienced and proven agents that can be relied upon to carry out duties in the office and in the field. Promoted from analysts that have proven themselves in their jobs, IOs are given access to most resources afforded to the Special Detachment.
Analyst
The lowest rank in the DSIR, analysts are the crop of fresh prospects and functionaries recruited, either willingly or unwillingly, to serve in the unit. They are considered expendable until proven otherwise, and are often used as scapegoats and sacrificial lambs for a number of purposes.
Support
The definition of support used by the DSIR is different from that employed by the GNI. It refers to any external individuals or groups that are loosely affiliated with the Detachment. Though some are more essential than others, none are afforded perks or protection unless needed for the facilitation of tasks and objectives.
Activities
Activités
Special Detachment ‘Huguenot’ operates in various spheres, though with its primary foci on matters related to potential alien threats and existential dangers to Gallia. This mandate includes research and development, advisory missions to Gallic organizations, surveillance of adversaries foreign and domestic, direct forceful interventions, and more classified black operations. The primary foes faced by Special Detachment ‘Huguenot’ are the Maquis, Royalists, Outcasts, and other extremists on Gallia’s borders. Gallic Brigands are often considered below their notice, and though there remains a degree of enmity towards the Unione Corse, the DSIR knows better than to actively confront them.
Any mention of its involvement in matters outside of this level of clearance is redacted and deleted from any reports or archives, often with the common substitution being unlisted pieds-noir, or “black feet,” a reference to discontented refugees from the former Planet Bordeaux (known to Sirius as "Gaia") with a predilection for violent acts against those they blame for the ultimate fall of the Enclave and its ancien régime.
In secret, certain assets left over from the old GRI days still see use in false flag operations, carried out with the intention of causing chaos and mayhem across the stars. With enough fear and havoc wrought by such wild attacks, especially at the expense of the Navy’s image, the GNI’s power and reach is consequently bolstered to deal with the perceived problems — thus increasing the Special Detachment’s own mandate.
Huguenot’s position as Gallia’s experts on alien matters has given them a unique position from which to serve their Vagrant masters. Rather than opting to conduct traditional Wild operations of undermining a House through infected takeovers and wanton destruction, efforts have been made to instead integrate themselves as a seamless part of the state apparatus of Gallia. Through the fulfillment of their traditional duties and tasks, they hope to gain enough prestige and trust to subtly influence Gallic policy in such a way as to benefit the Vagrant presence in Tau-61, with an ultimate goal towards creating an ally for the aliens out of the Gallic state.
"Huguenot" also makes use of plainclothes or undercover agents in unmarked or unaffiliated ships.
Goals
Objectifs
Primary
Subvert the Gallic state to Nomad Vagrant interests,
Support the expansion of Gallic National Intelligence’s mandate and power,
Become an essential component of the Gallic state apparatus,
Ensure the stability and prosperity of Gallia.
Secondary
Covertly support the actions of rogue “Royalist” elements based out of the Valmy,
Undermine Order and Core operations abroad,
Maintain active networks for subterfuge across Sirius and Gallia,
Safeguard Tau-61 and Orkney from potential threats to the Vagrant homeworld.
Diplomacy
Diplomatie
The DSIR’s diplomacy lines up with the GNI’s — with a few notable exceptions. These discrepancies are usually only expressed away from prying eyes or through “Royalist” proxies, though subtle actions are taken to influence mainstream Gallic thought on the matter. Additionally, within the gray area of intelligence work, ad hoc exceptions can often be made for individuals or groups in service of higher objectives.
