"Gentlemen, you worry to much about the public perceptions. Give your people a symbol to stand up for and they will follow you into the gates of hell. If this man...this governor gives you so much trouble, call the Hogosha, or whatever it is you have down here to deal with problems like that. Quick and clean, and no unwanted political fallout.... but I think we do things a bit differently in Kusari." Kogen quickly drank the rest of of Sake.
"I do believe that Kusari operates on a different code of conduct, Jien. We have no Hogosha, here. Our dirty work has to be done ourselves... So that option isn't very viable... And not the way I prefer things." Reinhardt swallowed the last mouthful of sake and leaned forward to pour himself another, "In any case, mild political problems in Rheinland aren't really the topic for discussion today, are they? ..."
"No, of course not, we have bigger things to discuss, so let us to it, we might as well get these out of the way, so we can enjoy the rest of my visit." Jien turned and grabbed the bottle, filling his and the Chancellors glasses. " My advisers have given me a list of issues that need to be discussed with you, so let me just run through the quickly, and we can then get to them one by one." Taking a small sip of the Sake, Kogen continued.
"Our intelligence reports indicate that a majority of the military vehicles coming to Bretonia to aid in their war effort are coming from factories in Rhineland. My advisers have asked me to come to you and request a full embargo of military goods from Rhineland to Bretonia.
"Second, both I and my advisers and the Shogun feel at this time, it is important for both of our peoples to strengthen relations, both civilian and military. We would like to implement programs to increase cooperation between the KNF and RM, both in terms of training as well as special operations."
"Lastly, and this is one that has caused me great concern.... the relations between Rhineland and the Gas Miners Guild. Nicklaus, it's been a long time since the 80 years war, and it is time to put this conflict into the past, so we can move on and strengthen both our positions by working toward normalization of relations between Rhineland and the GMG. These men, while distant, are my people, and I need to consider their needs as well, so we must work with them, together to come to a solution." Kogen, gulped down the last of the sake in his glass, "Well thats my list, and the last of the bottle of Sake, you got anything to drink?"
Niklaus spoke while retrieving a bottle of Eiswein from a cabinet near his desk, "Three matters of importance. As discussed earlier with Admiral Krieg, here, we cannot explicitly ban such trade with Bretonia. Unfortunately, I simply do not have the manpower. It has been requested that, due to poor relations between Republican and Bretonia's... Privateers, that all such war materials be banned. I will do what I can to pressure companies into ceasing the transport and increasing as such with Kusari. I do believe your forces are nearing the planet, yes?
"However, I'll need your complete backing in negotiations with the GMG in return. I believe a representative from Republican is organizing the meeting with them shortly. Eighty-years war is indeed over, Jien. I'd like to put it behind us." Reinhardt continued as he pulled the cork from the bottle, "As for improving relations... I believe I know what you have in mind. Officer exchange program of one sort or another, yes? Actually, I do have a commander who might be willing to volunteer for such a program. He was a wing leader until injured in action, he's been at a desk since. I think he might be ready for command, however."
Reinhardt filled fresh glasses with the red liquid and handed one to each guest, and kept one for himself. "And of course, Eiswein: the best I could find."
