[Server Config] Rogue and LH players are not hostile to the other's NPCs

Bug: The title is self-explanatory, but...

The NPC faction of Rogue and Lane Hacker are at -0.65, however the ID does not confer the same rephack.

Reproduction Steps:

• Step 1: make rogg (or LH)
  
• Step 2: go to LH (or rogg) NPC base
  
• Step 3: Don't get shot despite any NPCs of the other guys being blasted on sight.
  

Additional Information: The LH Dromedary invasion of Montezuma will continue until morale improves.
