Encounter Bombers/SHFs have big thrust

Bug: Bombers and SHFs in encounters have more than standard thrust

Reproduction Steps:

• Step 1: Fly to encounter (in the most prominent instance, Omega 3 Armed Forces)
  
• Step 2: Approach your enemies
  
• Step 3: Thrust away fully at 200m/s and watch the Bombers/SHFs catch up and overtake you.
