Let me get to the point - our scouting, research and retrieval of assets from -Redacted- is costly, material, man power and credits. Despite our best efforts and contingencies, the operation has exceeded its worst estimations.
I am faced with delayed transports or total loss of cargo and agents due to external factors, corrupted data research - which is a total loss, delayed operations.
This cannot be blamed on the agents and station personnel, since this was not the case up until the recent months.
No new personnel was hired and the existing personnel was vetted and validated.
The trip to and from -Redacted- is becoming tenuous.
I request your assistance in the relocation of the installation into a more favourable system, closer to -Redacted-.
Of course the installation will transmit a new identification code, as not to arouse any suspicions.

The proposed operation is a relocation of the facility and its staff, with added security from your agents. I would like to avoid or know of any infiltration by foreign agents and maintain the same security, if possible, in the new system - or an even better one.
Location: Pennsylvania System - the instability in the system - Zoner unrest - makes the location suitable
Base Identification Signal - Freelancer; Research and Development, furthermore the Ralstom Ice cloud will be used as cover, 1 storage module will be converted into a Helium Refinery / Depot; the declared purpose of the installation will be the research and development of Helium and its uses in nuclear fusion, cryogenics, engines, etc.
The Bureaus help:
- some of your agents to be stationed on board the installation, as extra security - if possible
- assistance with the relocation of the installation modules (ships and agents)
- security - of the research and personnel - during the transition

It's an ambitious project, but we can allocate some of our logistical capacity to assist with the move. Given the location and the political situation, we cannot guarantee the safety of the installation with ships other than those under deep cover - hiring of exterior security will have to be through outsourcing of contractors or other allies at your expense and diplomatic discretion.
We can provide operational personnel to assist with internal security and maintenance in exchange for certain allowances for use of your facilities as a staging area for our logistical operations.
If these terms are acceptable to you, we may proceed.
