[Equipment] Battlecruisers Siege Weapons

Bug: Battlecruisers have no siege weapons

Reproduction Steps:

• Step 1 - Log into a Battlecruiser
  
• Step 2 - Go to the equipment vendor
  
• Step 3 - Observe that the Cruiser Siege Cannon is greyed out.
  

Additional Information: There are no Battlecruiser-specific siege weapons. As a result of the Cruiser Heavies being removed from Battlecruisers in patch 5.2, they can no longer participate in POB sieges as they lack the equipment for it. Unsure if this was intended.
