[Server Config] CR restart is outdated

Type: Server Config
Bug: fcCrayter starts you on New Hope, Pecos in Coronado. That base no longer exists.

Reproduction Steps:

• restart /fcCrayter
  
• Wake up and find yourself in a deserted ghost town.
  
• Undock because the vendors don't work and find yourself 4 jumps and several hundred K of cruise from the nearest snub sellpoint.
  

Additional Information: The fcCrayter restart needs to be updated. New Hope was deleted with the last patch and it happened to be the only snub sellpoint in Coronado. Now you have to fly all the way to Tau-44 to buy snubs. Incidentally, the snubs are sold at two bases in Tau-44. May as well move one of those to Coronado. Carrier Malachite, maybe. The restart map also needs updating.

Now puts you on Planet Yuma. The Map hasn't been adjusted, however the most egregious part of this has been fixed.
