You may or may not remember me. Years ago, I provided the delivery of materials to Rostock Station, when Omicron Chi was accessible. I patiently awaited your need of my services again, yet the call never came. In the meantime, I found need of your services.
Our base, my home, Tarancon in Omicron Minor, is no more. The supposed "Defenders of Humanity" the Order and Core retreated their forces, and refused to hold back the onslaught of Aliens against us. We were forced to abandon it. As I watched the Defenders of Humanity refuse to defend the humanity in the space they claimed, it became clear to me that they are not heroes. They are tyrants. Warlords playing at empires, lying about their duties and taking advantage of the fear of the aliens, who made use of the hard work of the Junkers, and cast them aside.
I am not one in need of pity, however. My father was Coalition, I know that when tyrants strike the working man, the working man must strike back. To this end, I sought to rebuild my home. I found a fellow Junker selling the shattered hulk of a Hurricane salvaged from the carnage in Dublin. In as much silence and secrecy I could muster, I towed it to Omicron Minor, and used the hull of Tarancon Base to rebuild it. However, it was not nearly enough. Through the miraculous work of a rather jolly and notably overweight captain who passed by, the engine has been refit, and through the hard work of what little crew I have on my Salvager, we have sealed the hull and restored airlock. That is it. And that is not nearly enough to strike back against those who brought ruin to my home, or to defend my people against another tragedy.
The Energy Conduit System, Interior Halls and Spaces, Interior Armor and Superstructure, Reactor Core, and Weaponry are still damaged. Let alone the fact that I don't have nearly the necessary crew. I will not commit the overstep of asking for you to repair it or to staff it. I simply ask what I must give to obtain schematics for the Hurricane reactor core and the Tsar Forward Cannons. I will rebuild Tarancon with my own hands, and with the hands of good men and women who have experienced losses at the hands of the warlords in the Omicrons."

As far as I know, the Omicron systems is fraught with danger, and even our best scouts rarely bring back useful intelligence from there. And it's a testament to your courage and determination that you were able to establish your own base in Minor.
It is impossible to stand idly by when the proles need help, but Omicron Minor is not within the reach of our fleet. And I understand that you wish to obtain schematics for the Hurricane reactor core and the Tsar Forward Cannons. But unfortunately, these documents are top secret to the Coalition, and even I can't divulge them to people outside the party.
In any case, it's impossible for us to provide drawings for any warship or weapon. This is both illegal and contrary to the fundamental interests of the people of Coalition.
But if an engine nearing the end of its life and in need of a replacement is given to a trusted Junker for recycling, that seems reasonable to us. Frankly, we can provide you with an old but still functioning Hurricane reactor core. But whether you can install it on your ship is not our problem.
As for the Tsar Forward Cannons, I suggest you abandon them, the maintenance costs of these huge cannons are incredibly high and their construction principles are top secret. Even in Coalition's elite units we rarely see it anymore.
If you managed to fix your ship in future, then congratulations. But I must say that the Hurricane is a symbol of the Coalition, and we don't want such a ship in the hands of outsiders and thus causing unnecessary diplomatic problems. Therefore, I would like to have a permanent military attaché on board your ship as a matter of principle, and that is the only thing we ask of you.
You should be reminded that all referral procedures need to be carried out under the supervision of the Supreme Soviet of Coalition. This means that you must complete all formalities as required, including but not limited to applying to the Tangier local armed forces, personal political background checks, and paying the necessary funds for the Hurricane reactor core (which can be paid for with goods).

Junkers are scrappers, whether notorious or revered, and your concerns over secrets of the Sirius Coalition have inspired me with a new idea. For both the Tsars, of which a set of four are currently stored in the hold, and for the parts of the ship yet to be repaired, and even for the reactor core nearing the end of its life that we can recycle for you, there doesn't truly exist a need for it to remain Coalition tech, so to speak, does there? Were I to seek modifications to better suit the Omicron environments, it would differ greatly from the Coalition model in everything but external armor. I could quite easily eliminate the threat of leaking Coalition Ministry secrets by simply not possessing such secrets.
The engine itself has already been refit to much more closely match Outcast engines of the same weight class, as the emissions are much harder to track through the Edge Nebulas. I see now that there isn't a need for the Tsars to remain as real Tsars, nor for the Hurricane reactor core to remain a Hurricane reactor core. The Hurricane itself is a frontal assault and breakthrough ship in Coalition fleet combat, whereas my requirement is a mobile base and rapid ambush platform. If I were to refit, remodel, and re-engineer these things, it would fully eliminate the threat of secret schematics being released. Tarancon was situated for the cleanup of the Toledo graveyard. There certainly is scrap and designs to be found there.
Upon the Interior Halls and Spaces being repaired, I welcome aboard a Military detachment. Perhaps they can yet make fighters out of some of these rookies. And for diplomatic incidents, I doubt there will be any great changes or shifts. Junkers maintain a near-global neutrality. We at Tarancon were wronged by the Order and Core, more specifically the withdrawal of Battleship Thebes and the Nauru force projection groups, and I have not seen either on your list of allies. In the interest of maintaining the Junker's expansive black and grey markets, I see no reason to seek hostile relations with any other group. The allies of the Coalition, by my memory, were the Red Hessians and Mollys, valuable business partners of mine already. I believe I can fully evade any diplomatic incidents that would disenfranchise the Coalition, and as I have no intention as masquerading as Coalition Military. but instead to fully claim the role of the vengeance of Tarancon, I also think that evading any incident that you wish to evade would be as simple as identifying the reborn Tarancon as a non-affiliated asset, salvaged by Junkers and outside your realm of Command."
