[Systems] Inverness has a targetable CSV that probably shouldn't be targetable

Reproduction Steps:

• Go to Inverness
  
• Click on the wreck X near Invergordon.
  
• the sottoscrivete bit is finally getting a little bit old ngl
  
• This thing should probably be visit = 128 and untargetable but not parented to Invergordon or anything else.
