Bug: Shooting Corsair NPCs eventually turns Order Hostile (and vice versa), despite them being -0.55 to one another.

Reproduction Steps:

• Step 1 /rep
  
• Step 2 Note down Corsairs and Order rep stats
  
• Step 3 Shoot only Corsair NPCs
  
• Step 4 /rep again
  
• Step 5 Note Corsairs and Order rep both went more negative
