Hostile with everyone the Outcasts are hostile with. Friendly with everyone the outcasts are friendly with.

It's not about making it easy to smuggle - it's about the reputation being synched with your ID and IFF.

So, if you're an Outcast smuggler, this applies, as for any other Outcast:

ALLIES:
Liberty Rogues, Golden C., Lane Hackers

ENEMIES:
Corsairs, Hogosha, Gaians, Farmers Alliance, Xenos, Bounty Hunters, IMG, GMG, House Corporations, Police, Militaries

Meaning no docking on any House planets/bases and being shot at by the mentioned hostile parties.

no wait i have another question how am i suppose to smuggle then i mean if i cant land on manhatten then how can i smuggle

Smuggle to places like Rochester base or Buffalo base in New York or Beaumont in Texas. As an outcast, that's your only choices. If you want to smuggle to house planets, you'll have to ally yourself (IFF) with a group like the Junkers, rather than an unlawful group like the outcasts.
