Seriously. If you don't want ships to be publicly available, don't place them on a Planet everybody can dock on. Make them admin-issued or give AI people their own rep and be done with it. Else, expect people to use the ships, some using them for PvP and some for RP.
I think the whole Special RP Permissions-thing is quite flawed. What does it measure? It measures your forum RP qualities, and it takes ages until these requests are attended to. Couldn't we make some changes to it? How's about placing some volunteers (not only admins, just generally people who are known for their good knowledge of lore and outstanding RP abilities) in charge of it, and have *them* handle the applications? It would surely speed things up and you could also have them decide on things like ingame-RP they had with the applicants instead of forum RP. As somebody here on the forums once said it quite fittingly, there's a difference between a novelist and an actor after all. And if people think they were unjustly denied, they can still apply to the admins.
