It wouldn't make sense for royal Gallia traders to come into Sirius. They're trading to help the Royalists destroy sirius, not to give their enemies cryocubes and wine.
Even so, Council shouldn't be flounting their military ships or trade vessels really in the Houses - as far as I know they just came into Orkney and the taus, and that's it.
Can someone send me screenshots of and information concerning any and all GRN ships found outside of Gallic space? These are not GRN players and will be hunted down and destroyed for abuse of Royal property.
As for Gallic traders... if the player is identified as belonging to a lawful Gallic faction (GRN, GRP, GMS, etc.) then they should not be outside Gallia for any reason. Not only are they strictly controlled by the Crown, but the Council guards the path in Orkney and would have been stopped. If the player is indentified as belonging to an unlawful Gallic faction (Council, Maquis, UC, etc.) I would guess they would only be able to trade in restricted sections of space near Orkney. The other Houses wouldn't just accept sudden and new foreigners with open arms... if anything, they'd be careful of aiding either side of the Second Gallic War.
If the trader is not Gallic but from any other faction, the trader is, in fact, a smuggler. And smugglers, though usually treated with a degree of patience, are dealt with... one way or another.
