Jackie_Chan has been sanctioned for :

6.21 Attacking without an engagement notice is not allowed. All attacks must be preceded with some form of RP, regardless of NPC faction diplomacy.
3.5 Threats of sanctions will result in a sanction against those threatening, and may be equivalent in monetary and equipment value to the sanction threatened.

Consequences :
