This proposal submitted by the right honourable Arthur Caithness, MP, is currently on hold as it is yet to be considered by the Bretonian Government as a whole. The Treaty, as proposed, was submitted into the House of Commons under the 5 minute rule as a Private Members Bill by Mr Caithness MP. As such it will receive its first reading in both Houses during the coming week, where it will be considered with an indicative vote. I should point out that it is most unconventional to introduce Diplomatic Treaties as Private Members Bills in this manner and that, in order to be accepted by Bretonia this Treaty would require the ratification of both Houses of Parliament as well as receiving Royal Assent from Her Majesty. As this is likely to be a lengthy process, I would advise the Council of Zoners to cease their current consideration of this Treaty in the light of possible amendment and / or rejection by the Bretonian Parliament or Her Majesty.
Binding extradition Treaties of this nature are rare and Bretonia does not currently operate a similar policy with any other organisation, including the Republic of Liberty. As with other organisations, however, we would expect the Council of Zoners to consider any extradition requests on a case-by-case basis, as we would do likewise and I must express my slight concerns at the statements by some members on this channel that a corsair would "never" be extradited from Zoner territory, which would set a dangerous precedent in international law. That said, there are no current outstanding extradition requests by the BPA or the Crown Prosecution Service at present for the Council of Zoners to consider.
