"The longstanding Order Training Manual, written by Ex-Admiral Aki Kimura, has been deemed outdated and insufficient for modern protocol. That, coupled with the scattered bits of knowledge and unofficial training throughout the Order's ranks have caused numerous issues to arise, often leading to Court Martial under reasons of Insubordination towards superiors. Because of this, I have opted to restructure and rewrite the Training Manual, in the form of a new Protocol Manual. This simplified text will address as many situations as possible that an Order pilot, crewman, or officer may face while on duty, and provides proper responses to each situation. Study of this material is mandatory for all personnel operating within the Order, whether you are with the Primary or Secondary fleets. "All on-duty personnel are required to wear standard uniform. Your uniform consists of a one piece black jumpsuit and one pair of black boots. The layering down the front of your uniform contains inlaid armor plating which will offer protection against most heat-based weaponry, including Laser and Plasma fire. The suit's inner lining is equipped with inertial dampeners, designed to protect the wearer from excessive G-forces and impact trauma."
"While previous uniforms contained a DNA-sensitive frequency emitter designed to allow or disallow access to restricted areas, these devices are no longer necessary, as all restricted areas use DNA sensors linked to doorway control mechanisms. It was found that the previous system could be mimicked through properly calibrated signal emitters, and several breaches of security ensued due to that fault."

Currently, The Order is divided into three specific groups: The Primary Fleet, The Secondary Fleet, and The Support Fleet. The Support Fleet consists of supply vessels and the non combat personnel who maintain The Order's facilities."
"The Primary Fleet reports directly to The Order High Command, and members of the Primary fleet, regardless of individual rank, always have the authority to make decisions for Secondary Fleet personnel in combat situations. Listen to your superiors, they know what is best regardless of your opinions about them."

Secondary fleet members are given a degree of autonomy and freedom when it comes to making decisions about assignments. However, once again you should always follow orders from a Primary Fleet officer if one is present. "Security breaches have been on the rise in Order space, and The High Command has deemed it necessary to alter security and patrol protocol for all Order Personnel. The protocols detailed below for each individual situation must be followed exactly, unless circumstancial details prevent such."
Patrols in Omicron Minor:
"Vessels without Order, Corsair, or Zoner Identification are not permitted in the Omicron Minor system. Any vessels found to lack the listed Identification are to be escorted out of Omicron Minor into the Omicron Delta system."
"Vessels belonging to Liberty Corporations or enforcement agencies, such as the LSF, Navy, or LPI, are to be escorted to the Alaska system, rather than to Omicron Delta."
"Refusal to leave the system under Order escort will be met with lethal force. If a craft refuses more than twice to leave Order space, you are permitted to destroy the craft by any means necessary."
"Keep in mind that The Order is a lifesaving organization. While security is imperative to our goals, use of force against non-alien targets is a last resort. Be diplomatic and try to reason with intruders before shooting at them."
Patrols in Omicron 100:
"Vessels without Order Identification are not permitted in the Omicron 100 system without prior authorization by one of the members of the Order High Command. There are no exceptions to this protocol, as our most important technological developments and facilities are located within the Omicron 100 System."
"All vessels found within Omicron 100 that do not bear Order ID or have authorization from High Command are to be escorted into Omicron Minor, where their status will fall under the Omicron Minor Patrols section listed above. Vessels which do not immediately comply with instructions to leave the Omicron 100 System are to be dealt with as you see fit, with lethal force if necessary."
Patrols in Omicron Delta:
"As Omicron Delta does not hold Order-affiliated structures and is, for diplomatic purposes, under the control of the Zoners at Freeport 11, our patrols within the Omicron Delta system must still follow protocol based on our own security measures."
"No Order personnel are permitted to fire their weapons within five-thousand meters of Freeport 11, unless it is absolutely necessary in order to ensure the survival of the Freeport itself. In other words, unless something is directly attacking the Freeport, do not engage anyone within 5K of the station."
"Bounty Hunter craft found in the Omicron Delta system are not to be attacked unless they show hostility towards Order pilots or vessels. While we are at war with the Bounty Hunter's Guild, they are not part of our primary goal, and no resources should be expended on attacking BHG vessels when conflict is avoidable."
Patrols in Omicron 92:
"Due to the presence of the inactive Nomad Lair within the Omicron 92 system, it has been cut off from all access by non-Order personnel. Anyone found within the Omicron 92 system that does not have Order ID is to be instructed to leave the system through the Tohoku Jump Hole. Vessels that do not comply may be dealt with using lethal force."
Patrols in Alaska:
"Similar to the BHG, the Liberty Navy and LSF consider themselves at war with us. However, unless evidence of infestation by Nomad Organisms is present, Order personnel are not to attack LSF or Navy craft unless in self defense. We cannot afford to waste fuel or repair material against nonhuman enemies, so treat conflict as a last resort when dealing with said targets."
"Keep in mind that the Alaska system does not belong to us, and while we do have a base station there, it is only to maintain surveillance on LSF and Navy activity regarding the Nomads, and to deal with Nomad threats that may attempt to make their way into the core of Liberty."
Special Operations into Unlisted Systems:
"Occasionally it is necessary for Order craft to operate throughout Sirius, within hundreds of systems. In these situations, you will have specific orders from High Command regarding how you are to behave, and what targets you may or may not attack. Outside of these orders, there are still protocols that must be followed."
"No human targets are to ever be attacked except in self defense. When operating in these unlisted systems, stealth is a priority, and you should avoid conflict with targets that are not a mission priority at all costs. We are not here to police Sirius, so you should stick to your mission objectives and not get involved in any other events occuring within whatever system you may be operating in."
"This following section regarding specific types of contraband applies to any systems that you may be operating in, within mission parameters. Specific types of cargo and equipment may be dangerous to anyone coming into contact with them, and so it is our duty to ensure that these items are properly dealt with."

If you find a vessel that does not bear Order ID and is carrying any of these items, demand that the captain have any of the above jettisoned into space. Noncompliance with this demand may be met with lethal force, as we cannot allow these items to effect any additional human lives."
"Nomad Remains, Brains, and Wilde Pilots that are jettisoned by the target should be destroyed in space via weapons fire. It is recommended that none of these items be returned to Order facilities, as any breach in containment protocol could result in infection or death of Order personnel."
"Nomad Weaponry, and Power Generators should be confiscated and returned to the nearest Order facility for inspection by qualified researchers, scientists, and engineers. We need to know as much about our enemy as possible, so it is imperative that we learn of any new technological developments among the Nomads as quickly as possible."

Any vessel found to be transporting slaves should be directed to the nearest freeport to free all enslaved individuals aboard their craft. Noncompliant vessels should be coerced in any manner you see fit to comply with your orders, though use of Lethal force is not advised due to the risk of injuring the enslaved."
"For the most part, we ignore the Artifact trade, due to our allegiance with the Corsair Empire. However, artifact traders should be scanned if they pass through Order space, and any artifacts which are found to be active should be confiscated. Active artifacts have lead to technological breakthroughs for the Order in the past, but have also been linked with the wakening of dormant Nomad specimens. Inactive artifacts are of no concern."
"Cardamine being transported through Order space wont be tolerated. Cardamine has been identified as a genetic alteration drug artificially designed by the creators of the Nomad species, and whatever links there are between the drug and the Nomads have not been entirely researched yet. If you spot a vessel carrying cardamine through Order systems, demand that it jettison all pertinent cargo, and destroy the Cardamine in space via weapons fire."
"The Order, while being a relatively small organization, does maintain several space stations and bases of operations throughout our surrounding systems. Below is a list of these structures, all Order personnel are advised to learn the location and facilities of each of these bases."
Planet Toledo:
"Planet Toledo serves as the homeworld of The Order, and also houses the bulk of our Fighter and Bomber construction facilities, as well as housing for the majority of Order Personnel."
Battleship Isis:
"Battleship Isis stands guard over Toledo from Orbit, and serves as the primary repair and refueling station for all Order Patrols within the Omicron Minor system."
Lisbon Station:
"Lisbon station is the second largest space station constructed and controlled by The Order. The station serves as the chair of the Order High Command, and also houses research facilities that run ongoing projects to improve the technology available to Order personnel."
Battleship Apophis:
"Battleship Apophis serves as a guard for Lisbon Station, and in addition acts as the primary repair and refueling point for all patrols operating in Omicron 100."
Mora Station:
"Mora station is an asteroid-base that serves as a fallback stronghold for The Order High Command, should Lisbon fall to an attack by our enemies. Mora station also watches over the jump hole leading to the Omicron 92 system, and maintains the Order patrols for that system."
Evora Shipyard:
"Evora Shipyard is the largest spaceborn structure ever constructed by The Order, and serves as the construction and repair point for all Order Warships. Due to the presence of numerous battleships and other guard vessels, Evora is considered to be the most well-defended base under The Order's control."
Battleship Atum:
"Utilizing newly developed sensor-jamming and cloaking technology, Battleship Atum serves as the resupply station for all Order patrols operating in the Alaska system."
"Below is a listing of all craft produced and used by The Order. While it is considered more effective to study your enemies than yourself, knowledge of the capabilities of our own vessels can win or lose a battle."
Anubis-Class Heavy Fighter:
"The Anubis, while once being the height of human technology in a fighter-sized craft, is now considered out of date and ineffective against the new technologies our enemies have developed. Currently, the Anubis is utilized as a training craft for new pilots."
Nephthys-Class Very Heavy Fighter:
"The mainstay of the Order's fighter pilot forces, the Nephthys was the result of joint construction between The Order and The Corsairs. With heavier armor, a more efficient power core, and only slightly less responsive handling than the Anubis, the Nephthys ensures that our pilots have an advantage in equal combat against the fighters and bombers used by our modern enemies."
Bastet-Class Very Heavy Fighter:
"The Bastet is a prototype fighter recently developed by The Order's starship engineers. The Bastet has a weaker power core and less armor than the Nephthys, but is capable of equipping more powerful weaponry, and has improved handling over it's counterpart. In addition to these features, the Bastet is equipped with experimental sensor jamming technology, and as such it primarily operates as a scouting craft for Order Task Fleets."
Sehkmet-Class Bomber:
"In light of the ever-increasing capital fleets of the Liberty Navy, Bounty Hunter's Guild, and even the Nomads, the Sehkmet was developed. With the capability of carrying heavy anti-warship weaponry, the Sehkmet serves as an effective assault and defense craft against enemy warships. However, due to heavy armor and sluggish handling, this craft is extremely vulnerable to enemy fighters, and should be protected by fighter escort at all times."
Hathor-Class Gunboat:
"Fighters and Bombers must constantly refuel, repair, and resupply in order to maintain their patrols in deep space. Such maintenance requires the presence of a nearby Battleship or Carrier, and The High Command deemed it inefficient to maintain fighter patrols further from our space. In order to keep these areas secure without expending the resources required by a Carrier, the Hathor Gunboat was developed. Utilizing a relatively small crew, the Hathor is capable of dealing with both fighter, bomber, and warship threats in deep space."
Resheph-Class Order Reconnaissance Destroyer:
"As The Order focused more of it's resources on expanding, exploration of deep space became more necessary. Further, vessels were needed which could perform surveillance tasks within House systems far from Order space without being detected. To this end, the Resheph was developed, and it fills it's role better than any other craft within The Order's fleets. The Resheph is equipped with The Order's most advanced stealth and sensor equipment, allowing it to see without being seen wherever it goes. While lightly armored and carrying even lighter armament, the Resheph has proven quite capable at avoiding conflict and escaping it when necessary."
Geb-Class Order Light Assault Carrier:
"As a primarily fighter-based organization, The Order has constant need of supply stations in the areas it operates within. When allied bases are not available, fighter and bomber patrols rely on the Geb to serve as a mobile base. In addition to it's ability to support several squadrons worth of combat craft, the Geb is also a combat capable vessel, equipped with heavy armor, advanced shielding, and a large array of defensive and offensive weaponry."
Osiris-Class Order Battleship:
"The Osiris was the first ship within The Order fleet, and while this ship class has had it's technology and systems constantly improved over nearly the past two decades, it's general appearance has remained the same. As a light battleship, the Osiris is capable of out-maneuvering most other heavy warships, while still carrying an impressive amount of firepower and armor. When the leaders of The Order choose to venture into space, it's usually done in an Osiris."
Insubordination in The Order's ranks will not be tolerated. If you are given an order by a superior officer, you will obey it, or you will undergo court martial and possible execution as a traitor. The task of The Order is too important to hinge success or failure on whether or not a pilot, crewman, or officer will follow orders when they are given.
Incidents will be dealt with by The Order High Command, or superior officers present, on a case-by-case basis. For the purposes of this notice, all of the following are categorized as Insubordinate actions:
Insulting another Order Pilot, Crewman, or Officer
Refusing to obey orders and commands given by an officer of higher rank
Attempting to demean or degrade the integrity of The Order in any way
Theft or misuse of Order property, including weapons, ships, and equipment
Firing upon any other Order vessel without due cause
Causing the unnecessary loss of civilian life in house space, when such action can be avoided
Smuggling, Blackmail, Extortion, Piracy, or other illicit actions, whether on or off duty
Allowing unauthorized personnel or vessels access to secure Order facilities
The Order is a military organization with a task to accomplish. This is not a democracy, if you dont like the way things are being done you are free to make suggestions, but do not throw a fit when your suggestions are dismissed. If you have a problem with this, we will happily erase your memory and ship you back to wherever you came from.
