Captain_Now - Apocalypse_Barbaro has been sanctioned owing to a report posted on the 28th Aug, 2009 for:

6.21 Attacking without an engagement notice is not allowed. All attacks must be preceded with some form of RP, regardless of NPC faction diplomacy.

Consequences: Fined all guns.

Which will make it extremely difficult to shoot vessels to whom you do not provide an RP engagement notice.
