I have an issue. Say a Freighter/Transport starts running amok with things like insults, disobeying orders in someone else's territory, etc. They are blatantly being disorderly at every turn. Can you attack them without pirating them?

What I am getting at here is to me it seems like a pilot could abuse a rule on the server in this way.

If it's bad enough, report it. But you -always- have to pirate them (outside of the usual exceptions), even if you're fully expecting them not to pay. When a transport was mobilizing caps against my wing of Bundschuh and Red Hessians in 4.84, we asked it for 10 million to "forget" it's transgressions (it was an Advanced Train doing diamonds/niobium... it might have actually been making that much on a circuit). You always have to give them a chance, even if it's a chance proportional to how much they deserve. Ridiculous demands (like 50 million and such) are still against the rules, even if the other guy is being unkind.
