Notably the strain on relations this could cause
Course there is no solid evidence of this
Except a handful of confiscated cardimine shipments
Of course, this does not constitute terrorism by itself

The house of Liberty understands the concerns that the Empire of Kusari has with respect to the actions of those holding our citizenship but operate in your homeland. However to suggest that our corporations might be involved in actions such as consorting with criminal elements in Kusari is a very serious accusation, and one that should not be used to tar the name of Liberty or her corporations without due cause. Therefore, I appreciate the confidentiality of your message, but I call into question the facts upon which these suspicions are based.
Unmarked shipments of Cardamine flowing through your own house hardly constitutes any corporate crime which could be attributed to Liberty and her corporations. I'm sure that if, for example, a Deep Space Engineering vessel were caught engaging in such ludicrous action, that they would be dealt with by yourself in no uncertain terms. I find it quite outlandish to believe that our largest and most reputable corporations, Ageira Technologies, Universal Shipping, Deep Space Engineering, Synth Foods incorporated and Interspace Commerce would or could engage in accused activities. That said, if evidence of such actions comes to light, the matter will be considered by the highest judicial authority in Liberty at the instigation of legal proceedings by the Empire of Kusari. We take unlawful actions, especially upon the scale which you accuse, very seriously.
However, I would like to propose a trade of sorts. A group of Kusari officials will be allowed to travel through Liberty unhindered, subject to military regulations concerning restricted space, such as the famous Zone-21. This party would be allowed to observe corporate activities within the heart of Liberty, and where possible, have an attached guide to help whoever you send to assess the business practices of our corporations. It will be up to the Empire of Kusari to specify how long these observations should go on for, but all the details will need to be specified before they enter Liberty.
In exchange, a group of our own officials will visit the Empire of Kusari under the same conditions that your own representatives enter our nation.
Such an exchange would likely help to build trust between our two houses, and as they say, trust is the foundation for which all long-term relationships are based.
Before dispatching any of your observers to Liberty, we require terms to be set out in writing for your visit to Liberty, and by extension, our visit to Kusari.
