EMP = Electromagnetic Pulse. "Pulse" means FOOOOM and then its gone. If it was a field, it would be called a field, not a pulse.
It's more a case of calling a squid a chicken because you haven't really seen squid before but you know the name chicken. Right kingdom, yes, but entirely different otherwise.
What you're looking for is a "bomb" that immobilizes everyone. While an EMP might accomplish this in real life due to frying everything (though it would have to be pretty serious, I mean we can spend time in star coronas without dying, ships must be pretty well sealed against radiation) that's not really what you wanted. You want everyone to stop moving... which sounds more like a stasis bubble. As in actually stopping time. If you add hijinks such that the expanding bubble has no matter penetration, it holds the outer layer of everything in absolute zero (i.e. not moving) but won't stop internal systems... like life support. Games-should-be-fun ex machina to allow comm chatter too, and you've got a prime negotiating tool.

And I would so dig a docking prohibitor. It would need to be activated or toggled, otherwise the ship could never dock, but it would really come in handy when dumbass Outcasts dock on the Beuvray to escape the GRN, having gotten white rep by shooting any house military. I really need to park the Temeraire in gank range...

2nd If not would fights look like who first fire wins?
3rd Would it be universal ie. starflier disabling nomad battleship? or classes would apply?
4th Should this weapon disable ship systems or kill systems and stop ship dead in space ie. engine kill or full stop?
Guys, girls, remember something: EMP is not same "radiation" as solar radiation (as statement from Sovereign seems to imply), but an electomagnetic wave. There are special shieldings to avoid that (like "faraday cages") which you can assume would be implemented in space based combat crafts to keep certain vital systems safe, same as it's today's standard to do the same with high-value war material.
So... either FL universe forgot everything about nuclear weapons (which generate an EMP... although it doesn't matter too much tactically speaking considering it's relative range compared with blast radious...), or they completely ignore anything about electromagnetism/electricity. Many modern ships are shielded against that kind of weapons, so, we could assume future ships would be too, right?
