I am not certain how it is for the Kusari/Bretonia border - however there is a problem with the Rheinland/Liberty one.
In both Texas and Hamburg, the tradelane split off points (to Bering and Houston) are located next to bases. These bases are dockable to almost anyone that's not hostile to Liberty or Rheinland, respectively.
As strategic choke points to both possible exits out of each respective border system (towards the other house space), the vast majority of the traffic between Liberty and Rheinland pass through on the way to each respective house space. Consequently, these rather strategic points are employed by navies of both houses for embargo enforcement duty. It has come to be a rather annoying issue when, in the course of interception for embargo protocol enforcement, a trader, which has come under scrutiny, flees to the conveniently located bases nearby in order to escape interdiction.
This has happened multiple times, and is technically not in violation of any server rules (as no engagement has taken place). However, IRP, it makes no sense that a trader, under suspicion of embargo violation, would be allowed to dock at a base under military jurisdiction without any sort of repercussions (often accompanied by taunts from the trader in question).
I've thought about it for a bit, and ruled out any possibility of bases with different faction affiliations and docking criteria - a navy/military guard base would fire on any non-friendly pilots (which would be most), a guard base with no weapons would not fire at non-friendly pilots but allow for those with neutral reputation to dock (it's not too much trouble for any trader to get to be neutral to either guard factions, and would defeat the purpose). The only logical conclusion is to remove nearby bases from embargo enforcement areas all together.
Would it be possible to move both the split of junctions to Bering and Hudson Jump gates in Texas and Hamburg away from any nearby bases? (perhaps add a section of navigational buoys to indicate areas for cargo screening?)
Also, is it possible for a way to deactivate JGs in order to prevent people from passing through in either direction? (IRP, wouldn't the house militaries possess the capability to deactivate JGs leading in and out of their respective spaces?)
Actually, in my Remnant duties I've come across a similar event where smugglers have docked at Falkland Base (IMG controlled), despite their cargo hold full of slaves/Cardamine, whilst taunting CR interceptors waiting around Falkland for the guy to undock instead of F1.
It's quite annoying to be stuck in situations like this. Perhaps a command which can evict players from bases which your faction controls/is friendly with (LN can evict pilots docked at Battleship Missouri but not Rochester, for example.)
