I think it's better if you PM the member first, and wait a while, also, you can check his last activity Here. If he doesn't respond for a day or two, despite being online and checking forums, you can PM an admin any time.

P.S: I know Garuda more or less, and had already bought a few ships from him, All his ships are as clean as he states in his posts, so no worries, he's probably busy in RL or something.;)
