I have no issue with requests being revokable by the faction(s) who approved them.
If you talk with the faction who approved your request, they may let you keep the guns even after your RP changes, but you need to inform them first - they approved your RP when you were friendly to them, and may not approve of you turning against them with their own guns.
I do agree with Tenacity here. That said, its always good to build in contingencies to IRP tech requests. Folks will note that the "Terms of use" of both the Corsair tech request thread and Liberty tech request thread are basically copies of each other. These both stem from what Athenian wrote in the BHG tech lease thread.
If someone requests them IRP, you grant them, then they turn on you, I believe it to be within the rights of the faction in question to have that weaponry removed if in breech of the terms of the contract. I believe that this is discretionary on the part of factions though, since if a person has a good reason, whatever that reason may be, such a change can be overlooked. Then again, that becomes an OORP request.
If someone requests them OORP, you grant them, the equipment should not be removed even if they turn on you. After all, that's what an OORP request is for. And I have no problems with it.
In this instance, I believe the admin ruling on "once you grant tech, it cannot be taketh away" to be slightly ambiguous.
If the deal is only in RP, then any breaches of the agreement are in RP only, and therefore the admins should never become involved unless theres other tech chart issues. You gave them the guns, you dont like what theyre doing handle it in RP. Bounty them. Blow them up whenever possible, but they have them until they give them up.
If the deal was OORP or OORP arrangements were made, and breached, and there were not extenuating circumstances (IE: a merc gets tizies, then some 'sair's attack him and theres inRP consequences) to explain the breach.
So yeah, totaly in RP deal, handle in RP. OORP deal breached w/o other issues, possibly handle OORP.

At some point, stuff that keeps getting blown up cannot be repaired. But because game mechanics allow that to be so, and some people just go "nah nah nah I haz respawn button" the admins might be needed even for inRP deceptions.

True, it would depend on the circumstances.
Like with Joker and his OC GBs, tehy got blown up a lot, and eventualy almost all were switched to something else.
