Maybe they feel too embarrased or shy to speak English. If there was a server in German completely, like the Berlin servers that can be seen far and wide, I would be very embarrassed to test my German skills, and would likely just ignore any communication.
All they need is encouragement to use and practice their English skills, but with all the OOC chat and badly spelt words, especially in Tau 31, maybe they are just too shy to try.
Another theory is that they are too lazy, but we should at least give them a chance.
While I admire everyone's selflessness here and the offers of help, in particular one to aid with interpretation.
The roleplay aspect is secondary to the fact the administration team have to be able to communicate quickly
and without any problems. That, and in the rules, it does say it is an English speaking server. We can't bend
them, or anarchy will set in, and the flaming will start concerning the lack of interactive roleplay.
We don't play on The Berlin server for that reason, most of us do not speak German.
So English speaking only it is I'm afraid, for all the above reasons ...

But all we can do is simply help them integrate more into the servers (RP and PvP) and help them improve their English.
As for Sonja's comment, we need to ensure them that their mistakes in the grammar are normal. We are civilized people, we have to correct them and not laugh at them because of this.
