Personally I'm against this idea, it ruins our fun. We're here still for fun, this change won't bring anything cool.
It's just like to upgrade MarioBros to Stalker: Zov Pripyati. From awesome cool old game to some uberoverloaded with graphics game without any concept.
Cannon's suggestion could be interesting, but why not make it such that it is linked to the gradual decrease of the yellow bar for the length of cruise?
It would mean that the Power output and recharge of a ship would cover inter system fuel economy and tank size of a ship. This could be coupled with with the potential use of a single unit of fuel for instant recharge of the battery whilst in cruise (where 1 unit is roughly equivalent to a gallon of fuel.
JG fuel loss doesn't make sense, as the JG is stabilising the jump. in a JH jump, the ship is keeping the field open, so fuel could be decreased.
When someone comes out of cruise, the energy required to slow someone down, would use the remaining energy served by the fuel (to simulate use of reverse thrusters) and mean that traders coming out of cruise don't have a disadvantage, as before. When out of cruse, the battery returns normally, meaning someone out of fuel cant cruise, but can use thrusters and get out of a system with a JG.
The fuel commodities could be mounted in similar manner to NB/SB for a lower price than traded equivalent, and your precious cargo space isn't affected.
However, my main concerns for this idea are that the community wouldn't like the possibilities of running out of fuel and that it would be anti-newbie in the approach, so this would only be implementable if a 'hardcore' server was introduced, as someone suggested.
