Being a stickler for science - there are flaws in Gallia. There is however a way out for the 'Oil Barons'.

Oil is a Hydrocarbon, ergo it has hydrogen in it.

Wherever you have hydrogen - you can also have deuterium.

Gallia could be said to lack heavy water, because the Dom Kovash used it up in the early part of their civilisation.

So instead of finding fuel in the oceans of Gallia or as free gas in a nebula - they 'crack' hydrocarbons to get at the deuterium found within. It places Gallia on a more level playing field. It allows Gallic technology to be more advanced - without being too extreme or implausible.

muurrrrr....

starship fuel in fl physics is a combination of three elements which is intended to mimic nuclear fusion inside the sun

trouble is....it isnt a perfect thing

the sun gets its fire by converting two atoms hydrogen into one atom helium....and then once hydrogen runs out it fuses helium into heavier elements...and so on into heavier elements with that method which is where you eventually get all the elements that compose all matter within the universe

hydrocarbons is beleive it or not a rather vague term fro a certain molecular combination of hydrogen and carbon, most of the time locked in ice

but oil is an altogether different material.......

oil is formed by titanic heat and pressure over millions of years....decaying plant crud and other decaying crud gets stuck inside the crust, keeps on going down and down due to geologic processes...then at a certain point it begins becoming oil

oil is one of the most hyper concentrated hydrocarbons in the universe....makes hydrogen gas look inflammable.......

so basically you could get incalcuably huge amounts of highly efficient starship fuel from relatively small amounts of oil with the advanced molecular technology in fl`s timeline

this is important i beleive because gallia represents the only real sirius located source of oil....and because of the huge oil to starship fuel (think stripping the hydrogen gas and using it in stellar-like nuclear fusion engines...with the juicy carbon being used for tons of other things) factor, not to mention how much rich and 100% pure carbon youd get....oil would become an uber expensive commodity....in impossibly high demand...so hence its the new gold rush on orders of magnitude

interesting thing is though.....you ask why new gold rush?all qq?

no my freind...you see all of this gold rush will be like a huge smuggling tug of war between gallia`s native oil harvesters and the smugglers trying to remove the oil from gallia and sell it in sirius

so not only will mercenarys get a big boom of business...but so will the grp and grn and so on...so will gallia pirate factions as im sure that the pirates in gallia will be happy to screw up the royal gallians by helping smugglers....

so basically oil....mine it ur uber super rich....but you have to nto only contend with roving death squads of npcs....but pirates and the grn and grp.....

the death stakes would be 1000 times higher

illegal mining in gallia that brings a commodity out of gallia that is bought for heaps of credits in the other houses

i beleive i made a very good statement to not only redirect alot of furious player energy.....but to possibly help control it at the same time....sort of like how lpi players help hinder pirate activity in new york
