It was an attempt at making a reason for making battleships more expensive.

The real reason, in fact, is to reduce oorp nub spamming of them.

Just like Guard ID's, it does nothing to stop that except for punish real and honest and true players.

$250,000,000 is a very, very, large punishment...

suuuuurrrereee... i take it your gunna be buying mine then as the institution of this would wreck my roleplay because i dont trade (due to insane pirate ammounts and just as insanse escourt amounts) and would not like to lose my cruiser ive had for the past TWO YEARS

The battleship license replaces the scanner on battleships. The license was something that a player could buy before he actually had enough money for a battleship, so that he could then purchase the battleship later on. Also, since players were restricted to only one battleship per player (not per account, per player), then they also could be a commodity sold if someone ended up with more than one battleship for some reason.
Under the modified and changed rules, now the battleship license could just have a name change to battleship scanner and be done with it - with the corresponding decrease in that price, with a corresponding increase in the base price of battleships.
