Honestly, Discovery so far has really halfassed the lower-tier ships, probably for this exact reason. Either the existing ones need to be dropped/upgraded (redundant with the Mk2 models, but still.) or they need to be fleshed out more. As it is, Disco has added some low-tier content (Civilian Shuttle, the hilariously-misplaced Garanchou, Gitano), but not enough of it for it to be seriously considered. It doesn't help that armor expenses make people just run three trade routes and transfer the money so they have a chance of surviving in anything but an Arrow or 'blazer.
Also, currently I have a Wolfhound, CSV, and Hawk, and have in the past had two Daggers, a Stiletto, a Death Scythe (4.84 Bulldog, limited to class 7 and under guns), Mule, another CSV, Rhino, Bloodhound, Legionnaire... In fact, I lead a semi-active subgroup of VR that's explicitly limited to weaker ships. We are, admittedly, quite aware of the problem of being overpowered. But the challenge is fun!
Nighthawk (I think?) used to have a Mercenary in a Stiletto that actually killed people.
LH- limits its recruits to Daggers.
I think the LPI- make use of Patriots.
LR- used to limit recruits to Bloodhounds until everyone realized that they're in a tie with the Startracker for the worst ship in the entire game.
I think you are missing part of the point here. PVP is RP. You can't seperate the two. Wars need pvp. Bounties need pvp. Pirating needs pvp. Every role has it's enemies, and those enemies will shoot you.
There is no faction, in the game, that has zero pvp. A ship that can't handle pvp, by either running or fighting, is going to be ignored in favor of a ship that can handle it. I'd love to see some more junkeresque ships in the game, but not at the expense of making them perform worse than other lines.
