I don't think that it's wrong for Outcasts to have The Order on their enemy list. They never fight each other, right? So there's no open confrontation. No systems where both factions are present. As for the enemy... well, since Corsairs help The Order, Order became a part of Corsair coalition. That's quite simple, and I don't see any problems about that.
Why Order is not allied with Blood Dragons, or Bundschuh? Probably some ties between them remain. But both factions are just too far away to influence the situation.
Meanwhile, you might be right about enemy list. Maybe it's worth to remove them from one another's enemies... they don't fight each other, right?:)
I agree, make them neutral or jsut unfriendly. Every once in a while a situation comes up where there's an Order character or sonmething involved in a situation with Lawfuls where my Outcast characters should by all rights be assisting but don't because of the Hostile To Outcast Alliance bit. I've lost some good RP opportunities that way.

Yes, cardamine has some exceptional properties, extended life, spiritual enlightenment.
However, to the general populace of Sirus particularly after the Nomad war...I do not think these benefits are common knowledge. In fact I think all the great house goverments and corporations spend an incredible amount of resources in making sure nobody knows about the positive qualities of cardamine.
As for power, wealth, and resources...I think Outcasts and Corsairs are very equal.
The Order appearing to me as good guys who defend the weak and sometimes do things that are a little shady had to make a choice. Ally with Corsairs or ally with outcasts. After the great houses they are the 2 largest richest factions.
Zoners..I do not see much Freelancer history on them. To me they did not arise for many hundreds of years after the sleeper ships arrived. Then probably a few more hundred years for them to become an actual organized group. They were people from all the houses and all factions that decided they wanted to go live solitary lives far from civilization. Once their were enough of them they started or maybe someone else started calling them Zoners. Now they have probably been around for I'd say 200 years. They are much Older than the Order. However, their resources I do not think come close to either the Outcasts or Corsairs who have both been grooming their home world and star system for 800 years.
To me Zoners just did not have the resources the Order needed. I think the Order wanted a strong fighting force as allies. Not just a group that had food and material. As for all the Zoner space born hydroponic farming domes.
So once again we come to Outcasts and Corsairs. To me it was distance from Toledo and the fact that the Outcasts sold Cardamine. The Order is descended from Govement Military. I just cannot see them ever excepting that drugs are okay. This is also the reason to me they are enemies of the Outcasts.
Also I think it important to look at the populations. The Order is tiny in my eyes. They are a small faction that broke off from the Liberty police/navy. The liberty police/navy being a small faction of the Liberty house.
The Order does not have a self replenishing planetary sized population. This also means they do not need the massive amount of resources to sustain themselves. They need new recruits now and then and resources to sustain them and their ships. Which any of the houses house corporations outcasts or corsairs could provide.
Some revelation would have to be made or discovered by the Order leaders about cardamine before they would become less than hostile to them. Which is totally possible. It just needs to happen.
Heh..The Order might even one day become the bridge to a Corsair/Outcast peace and even alliance. Imagine that. Omicron and Omega space united and The Order leading the way. The fifth House is born. They all become immortal and aquire the gift of true sight. God Dam.
