Coupla things to get off my mind. To make way for more girl-related things.
1) talking does not equal roleplaying. Not talking does not equal not roleplaying. It is perfectly within the role (defined by vanilla usually, enhanced by discovery mod, played out by players) of a military pilot (for example, you could replace this with Hessian or Wilde or police pilot) to shoot down that smuggler or pirate without saying much. Yes, here in our world there are usually restrictions on police, they can't just go around shooting up people. But the world we play video games in is well over a thousand years in the future. That's like trying to compare the governments of 1010 AD with today's governments. And not all police follow the rules in today's society, why should they in the future?
Furthermore, it could be completely within the role of a military pilot to sit with a smuggler and talk their ear off with legislation and rules of conduct and yadda yadda Jansen yadda.
Just because someone isn't very talkative doesn't mean they aren't within the role of the character they have chosen to play. Just because someone is talkative doesn't mean they are within the role of the character they have chosen to play.
2) stuffing something down someone's throat is a whole lotta fun. Getting something stuffed down your throat though, is not.
Now, is it inRP to stuff something down someone's throat? Sometimes. Does that make for a healthy community? Very rarely. Am I a hypocrite in this? Most definitely. But I would hope that we can all make just a bit of an effort to see things from the other player's point of view.

Well said, though. Something to take into mind to make in game better. When you have mutuality it tends to be more enjoyable, regardless if one finds it enjoyable to shoot 'em up or chew 'em out.
The problem is, even though it might not RP to sit around and talk whilst not shooting, it's also some people's idea of fun... And it isn't good to ruin other people's gaming experience, so really, we need to balance it. If you end up RPing with someone, even if you intend to shoot, try and assess the situation, or the way they interact before you do anything.
I like what you did there and yes, it is completely perfect for a law enforcer to kill a criminal without many words. But in my eyes talking mostly helps to find some different ways .For example a smuggler that needs to take care for his 10 wifes and 34,7 kids; Which evil person would shoot someone like this? The lawful guy would have no idea to realize this if he just starts to follow his orders blind, without many words, while talking and finding different ways could add some more fun for both sides (Not everyone likes to get shot). It doesnt take too much work to just plain and simply shoot someone after a few words, but finding a different solution does, which makes it a more fun thing to do, at least in my eyes.
