Whilst on patrol last night, I came across a pirate with a pilot in his possession. He then fled to Rochester base and docked. This was after I declared that he was to drop the pilot so that the pilot can get back to work safely. The pirate had the undocked and had sold, presumably, the pilot as scans had shown no pilot's was with in his hold. I then found one of your pilots in space shortly afterwards and informed him, however here is the proof that may help you in your judgement in regards to giving this pirate access to your base's.

Oh my, it's nice to know there are still people out there with an in tact sense of humor. I have no idea who this pilot called the Raven is, nor do I have any idea of his affiliation or ship class because you have failed to provide that information. You have also failed to provide the proof of him carrying any pilots. Also, I can assure you that regardless of his humor, we do not purchase human organs on Rochester. While that kind of trade is considered acceptable in the border worlds, I will not allow it here. For some reason people seem be found floating in the debris fields all the time. Space just isn't a safe place. I can assure you Rochester is quite safe however. Many people are released here, and since this is a open neutral port for all traders it is quite easy for them to obtain passage wherever they need to go. I promise you no pilots were harmed on this station.
I am sorry about the lack of evidence you would liked. I was in chase after a Liberty Siege Cruiser who had spotted it. By the time I could get in range to scan the ship, it was already docked. Please be cautious if you do see him however. If I personally see it happen again I will try again to provide the evidence you require.
