You no doubt have heard about the tragic attack on Freeport 9 and the confused state of affairs that followed. Although I'm no engineer, I can clearly state that the biodomes have been severed and destroyed. You may wonder why this should concern you - after all, Malta is no barren wasteland and is more than capable of providing its own food. Unfortunately, the biodomes also contained portions of the station's water filtration systems, leading to at least partial draught when they were removed. The remaining systems were crippled during later attacks.
It would be a cruel hand fate played if the current residents survived attack, sabotage and privation, merely to be wiped out by thirst. Again, you may be wondering why this should concern you and why I am contacting you. The reason is simple: the men and women of Freeport 10 wish to assist their troubled brethren in any way we can. To this extent, we have diverted the majority of our freighter fleet to the delivery of food, water and oxygen to Omicron Theta. Only the water must be mined from raw ice. Oxygen can be refined from it too.
You may have seen a news article on this matter yesterday, and for once, the media was right. I was elected to contact you regarding the possibility of Zoner ships being allowed to extract raw ice from the Bermejo Ice Cloud. We decided to err on the side of caution by contacting you due to the position of the Omicron Alpha jump hole inside the field. As your sovereign territory, it would always be prudent to show the utmost respect before initiating operations. We would use our own field, in that of the Torres Ice Crystal Field, but congestion around the station caused by this has begun to cause issues with docking protocols and passing trade. Bernejo simply provides more room to operate and higher yields of usable ice.
Freeport 9 desperately needs these supplies honoured sirs and madams, and you have the luxury of enabling the task of providing them to be so much easier. Thank you for your time.

The Zoners of Freeport 10 have been a considerable help to us, despite some... undesirable individuals that dock there. As we have no operations in the Bermejo presently, there's no harm in permitting you to restock Freeport 9 from that field.
However, please remember that many private ship owners among the Maltese don't pay attention to these channels. If they ask you to leave, first explain that the Council of Ministers permitted your operation. If they persist, return to one of your bases and send a message to me.
