One of the problems I have seen in other RPs is the leadership flaking out, scheduling meetings, and really being able to get the serious opinion of all the players out there, ie some people not really knowing what they are doing. And restricting it to liberty may also be a problem. However you could start registering voters. Another problem may be effectively implementing the decisions server wide.

Or you just have normal elections and the President can choose his cabinat from other elected officials and place them as ministers for the positions. I am not too familiar with the way the U.S works with it's political system.
In the U.S., a charismatic leader comes along and promises a bunch of great things and then, once elected, proceeds to forget about all those promises and do whatever is in the interest of the biggest corporations. So this would be very applicable to Liberty.

On a more serious note, if anyone is interested, I think it's a great idea and I'd love to participate, somehow - if I'm not too hated for some reason as some people seem to tell me I am.:lol:Like Joe and Trenton said, it'd be a bit difficult to properly do all of this, and who decides if the procedures are fair or not?
As well, since Igiss (currently) pretty much determines EVERYTHING that happens government wise, it seems to me that a LOT of coordination between a lot of otherwise unrelated parties is involved here, and compromise is the name of the game - something which, believe it or not, I happen to be kind of good at.
But yes, I'd love to see this happen and be working, and if anyone wants to hear any constructive suggestions I'm always here, and I'm willing to help work with people to see something come of this great RP opportunity. (Even though I'm a nobody, lulz.)
