1. Unequal PvP is not encouraged. Do not abuse.
2. PvP in New York is prohibited.
3. Cases when attacking other players first is not allowed in all systems:
- Players below level 26 flying fighters (any ships, except freighters)
- Players flying any original game freighters from Rhino to Humpback. All other transport ships from Repair Ship to Large Train are open for PvP. Also feel free to attack any military capital ships. Basically, all new ships except CSV are allowed for PvP.

1: What do you mean? Does it mean that only equal numbers on both sides (i.e. 1 vs. 1, 2 vs. 2, etc) is allowed? Or what? And does it mean that two level 20 can attack a level 40 ship?
2: Good idea. :)
3.a: What do you mean precisely? That its not allowed to attack anyone below level 26 no matter ones own level or what? What about PvP between two level 15 ships?
3.b: Makes sense to say that freighters up to the Humpback is protected. And also makes sense that the new ships are not protected. They are tough enough.

1. - It depends. Forming a gang of pirates and blocking whole systems for trade will not be tolerated.
3. - Corrected.
Rules amended (more about group PvP).
All freighters can attack anyone.
Players before level 25 are not allowed to attack freighters only.
Players after level 26 are not allowed to attack freighters and fighters below 25.
(Except NY)
If you are flying ANY new ship except CSV or you are flying a fighter and your level is above 26, anyone may attack you. So be ready.
1. Unequal PvP is not encouraged: Use common sense, don't attack where it's obviously unfair.
2. No PvP in NY: Easy, good rule.
3. No attacking players of level 25 or under, or attacking of players in original freighters (Rhino to Humpback) of any level. Number 3 applies to all systems.
For those who don't know, the original freighters are: Rhino, Clydesdale, Drone, Dromedary and Humpback.
These rules are OK, although I don't usually like lots of rules. Hope I've read this right.
One question - not sure how the rules apply to the CSV. Does it also count as an original freighter, as it's classed as a heavy fighter (though strangely using a light fighter shield)? I wouldn't class it as a freighter myself.

I'm more confused after the amendment! Does this mean that player A, at level 25, can attack player B, a 24 level fighter. But when player A reaches level 26 he can no longer attack player B? If so I think the original pinned post makes more sense.

Level 25 is an approximate value. Should we prohibit PvP for lower-level (0-25) players at all? I think not. So there's a "border" at level 25 between new players and those who were playing on our server for a longer time. There's no harm if player A (lvl 26) attacks player B (lvl 24) cause it's fair, but if A (lvl 30)attacks B (lvl 24) or A (lvl 26) attacks B (lvl 20) it seems to be wrong, because they've probably got very different ships and weaponry.
So, to put it simple: when you reach level 26 you have to check whom are you attacking, and be ready for attack too.
