Well,don't understand what you're sayin' but I guess you're asking if you can use a ship with a big haul if there're no ID restrictions.
If there are no restrictions,you may use ships of all cargo size.
I'm the player who wrote the report which jailed you, so I think I can answer to your question.
The problem is not from the restrictions regarding your ID ; as I remember you were carrying an Interspace Commerce ID, so you could fly the biggest transports.
The problem came from the fact you were using an Atlas IMG transport, which is, as definited, restricted to the IMG.
I wanted to talk with you about this in game, but you ignored me, quickly docked on Java despite my orders (as an IMG pilot, I was telling you to stand by for a scan before docking) and immediately disconnected, that's why I wrote the report.
Now I'm trying to help you, then I can tell you which kind of transports you could fly with your ID : all the Liberty freighters and transports (Rhino, Mammoth, Mastodon), some civilian transports like the Gull, the Albatross, the Pelican, the Heron, the Crane, the Stork... you see, your choice is large.
But when you see on a name that the ship is belonging to a specific faction (like the Atlas IMG transport), you need a license from the faction it belongs to before buying it.
