As I was the one to officially reply to the Admiral in that transmission line
you quoted previously, I would like to just say that while the ZA is no
more we do care about how our equipment is used. As per the transmission
I told the Admiral that we would assist in the apprehension of criminals or
otherwise that abused Zoner Technology. We are united in this fact and
would never seek to stonewall anyone in this regard.

First I'd like to apologize for the delayed response, delayed in terms of my time table given. It has taken us quite a time to gain a consensus amongst the major bodies of Zoners to come to this resolution. Especially with the dissolving of the ZA.

We are prepared to allow for all members of the following factions to gain full usage and acquisition capabilities to any and all Zoner weaponry:

• Liberty Navy, Primary Fleet
  
• Liberty Security Forces, Primary Agents
  
• Liberty Police Incorporated, Primary Officers
  

Now, we wish to note that this is only for Primary members of each designated organization. Those not of the primary forces must continue to contact us for usage of our weaponries and technologies. Also, the granting of these privileges do not come with the associated docking and system entrance permissions of the systems and planets needed to acquire these weaponry. You would still need to contact the respective owners of those systems and stations to obtain those rights.

Now we understand that this may cause some difficulties in the acquisition of our technologies. In an attempt to remedy this issue, OSI is willing to produce these technologies for the listed organizations above. We have recently renovated our Barge Class vessel, OSI-Cornucopia, into a ship and weapons producing facility. We do believe that we have the capacity to support the needs of those organizations.

For pricing of these weapons and manufacturing costs that will be discussed at a later date.

We hope that this decision is up to par for your end, as it is for ours.

I would like to know the premiums that you intend to charge, if you intend to charge them (and not the basic retail price), to the primary fleets of the forces in exchange for these weapons. Please bear in mind here that currently, these assorted vagabonds of which the two examples given are only a tiny minority do not pay any premium at all. We would also like to know the approximate turnaround time from request to delivery of weapons that we ask for from Omicron Shipping Incorporated.

The High Command does currently agree with the proposal, but prices to be discussed at a later date tend to inflate themselves, and this we wish to avoid, as per my earlier point.

Those markups seem reasonable, especially the price for delivery, though Baltimore usually handles civilian construction work. Norfolk shipyard is the place that you want to be delivering any orders too, but I think this is a minor detail.
