Well yes, cheap tactic and annoying as hell. For what you said, about 2 caps ramming each other as a valid tactic...if the 2 captains use it, shouldn't be a problem. As you said, rules are made to prevent behaviours that are detrimental to the gaming environment, If they both use, and agree that it isn't a problem, they're not going to report each other. Problem solved :)
I had a ranseur on ranseur battle once. I managed to hit the side of my opponent and keep him from turning. I was able to fire more guns at my opponent so I won. It was kinda cheap, so I'd so no to caps ramming caps.

Depends. Some caps are a lot more maneuverable then others. An Ossie ramming an OC dread for instance is not something I'd call fair, or a Bret battleship nudging a Kusari battleship around. 'Though in both cases close contact combat with a lighter versus a heavier battleship isn't recommended.

I agree with Praedictum - sometimes in a cap battle you simply can't avoid it. I know I've had situations where my Cattlebruiser was coming in with EK on thrusters, I start to strafe past the Ossie, and the darn thing turns - you hit thrust again and suddenly I'm running right into the side of it. It makes cap fights seem like that scene in Serenity when the two fleets collide.

Intentional ramming to impede maneuvering or aim (I've had pirates repeatedly ram my Hegemon on withdrawing) is a rather lame tactic in my opinion - that the ship flips around like that is a game bug/exploit in my mind. Using it as part of your tactic in any situation... I just wouldn't.
Also fun when the big ship is a Shire. I had someone PM me once when I pancaked him at the entrance to a tradelane that I'd killed him without engagement notice. I PM'd him back that 'Objects in the rear view mirror may be larger and closer than they seem.'
Note that pirates ARE allowed to ram Hegemons if they're in fighters or bombers. But don't also forget that the same thing applies - police fighters and bombers can ram a PTrans.

Yeah, ramming is a regular part of cap ship fights - which is why caps ramming equally tiered caps should be legalized. When something that's technically illegal becomes a common practice, then it shouldn't be illegal anymore unless the admins want to have a field day enforcing.
