Propane.Nightmares has been sanctioned for:

6.10 Player reputation and conduct must match player actions.

7.1 All bounties must be posted on the forum. If you attack another player to claim a bounty and the bounty is not posted on the forum, you are open to a PvP abuse sanction.

Consequences:
You cannot have a Junker affiliation flashing, be on good terms with Junkers and presume to collect on a bounty on them as well. There also appears to have been no valid bounty posted on Junkers at the time of the report.
Fined all guns, reputation to Junkers set at full hostile, freelancer affiliation set on your ship.
