I would like to introduce myself, my name is Hubert Kaluppke and some years ago, I was recruit for the great Rheinland Militaer. After a contention with my superior I left the Militaer. The content of the contention was about the methods, the Militaer handles criminals in Rheinland. As far as I can see they shouldn't be treated like terrorist even if they are ones. Everytime when we spotted a criminal my superior want me to shoot. No trying to arrest them first or something like else. Violence will only result in violence.
But that's not the subject of this transmission. I live currently at Planet Stuttgart in the western part of Rheinland. I assure my livelihood by trading mining machines and polymers between Rugen and Mainz. But recently I feel something is missed in my live. In result of this route I'm aware of the Omega-7 conflict and I would like to offer my help. I would like to assist Rheinland to secure its border areas. Therefore I would like to offer you the following contract:
Contract Wrote:This is a contract between the Bundesrepublik Rheinland and the mercenary Hubert Kaluppke.
The Bundesrepublik Rheinland is declared as principal.
Hubert Kaluppke is declared as contractor.
§1 The contractor consents to help the lawfull authorities in Rheinland within the problems bred by the Independent Miners Guild.
§1.1 The contractor is permitted to shoot every Independent Miners Guild, Colonial Remnant vessel on sight while this contract is active. The contractor is also permitted to destroy every trader, who supplies the Independent Miners Guild with military or non-essential commodities.
§1.1.1 The primary zone of operation is Omega-7.
§1.1.2 The secondary zones of operation are the Rheinland core systems. (Hamburg, Stuttgart, New-Berlin, Munich, Dresden and Frankfurt)
§1.2 The contractor will be compensated for every destructed ship.
§1.2.1 Every Independent Miners Guild or Colonial Remnant vessel in the primary zone (§1.1.1) will be compensated with 2.000.000 sc.
§1.2.2 Every Independent Miners Guild or Colonial Remnant vessel in the secondary zone (§1.1.2) will be compensated with 1.000.000 sc.
§1.2.3 Every trader, who supplies the Independent Miners Guild with military or non-essential commodities will be compensated with 1.000.000 sc.
§1.3 The payment has to be happend not later than 7 days after the destructed ship was forwarded to the principal.
§2 Restrictions
§2.1 The contractor has not to shoot rheinland criminals or rheinland terrorist defined by the principal.
§2.2 The contractor must not shoot law enforcing authorities.
§2.3 Law enforcing authorities must not shoot the contractor.
§2.4 The contractor must not be ordered by law enforcing authorities to enforce §2.1.
§3 Duration
§3.1 This contract expires, if:
§3.1.1 The principal or the contractor cancel it.
§3.1.2 The conflict with the Independent Miners Guild ends officially.
§3.2 Any violations in §1.3, §2.1, §2.2 or §2.3 can be taken as a breach of this contract.

I regret to inform you that the Rheinwehr is not making contracts with individuals outside the terms advertised in the Rheinwehr bounty board, currently the IMG forces are well kept at bay by our troopers.
If I may advise, after completing your registry try to prioritize targets of the Red Hessian Army, they are considered the biggest threat to our Omega operations as things stand. Taking some of them down surely would make an impression.

I'm a bit startled about your reply. I was sure, the subject of this transmission was "contract offered" and not "-".
Can you confirm, you also got my introducing? Just to be sure, there was no transmission interference.
Because, if you had read it, you'll know I won't attack other Rheinlanders (without a good reason); not for you and not for them. I would like to keep neutral in Rheinland and don't upset any lawful or unlawful force.
The reason for this is relativ simple: If you spotted a (for example) Hessian, what will you do? You will attack him. No matter if he does anything or not; just for beeing an enemy of Rheinland. Of course, on the other hand he would do the same. Is it worth it? Let's say you kill him (without a trying to arrest him) the people will become upset. So more Hessians will exist. And that's surely not what you wanted to do.
Don't get me wrong. I'm not part of such a political faction, which called itself Volksfront. Indeed I think Rheinland needs a strong <strike>Fuehrer</strike> Kanzler. But fighting against his own, splintered citizens?!
I have seen Rheinlanders, militaries and outlaws, fighting, side by side, against the real enemy of state - Liberty. If I would kill them, the (combined) miliary force of Rheinland would shrink. The outlaws would be more aggressiv (or even are) and start guerilla tactics. As much as I learned in my short time in the military academy on Stuttgart, no force can permanently encounter guerilla tactics. That's why I'm not going to shoot them. But I wanted to help the Rheinland Military with the Independent Miners Guild conflict so they don't have to split their force and can every ship throw in Liberty direction. Well, maybe I'm too fanatical, but how long has this war taken? Two Years? Three?!
But ok, maybe I cannot oversee all consequences and everything. That's why you are the military, not I.
I'm relieved to hear, the Omega-7 crisis is under control. I hope it will end quickly. Through this blockade from the Guild I have lost my main income.

In case you are really wondering, I did replay your transmission over three times, so did the High Command. We are fully aware of the details of the proposed contract and we rejected it on the grounds of the IMG being kept at bay and due to us not practicing the making of individual contracts. Your political preferences play little role.
I simply added on a personal note, that if you really are looking to impress the High Command to a degree that they may consider making this contract, the most efficient one would be hunting down members of the Red Hessian Army. If you are unwilling to do so because of your political ideas, our hands are tied.
Also, for your information: The IMG is confirmed to be backed up by leftist revolutionaries such as the Red Hessians and the Coalition, who openly support the said establishment against Rheinland in combat. It would be highly likely that if you attack the IMG, their allies will follow in their defense. The IMG does not represent a third party which say, the Liberty Navy does. Thus, any Hessian you can bring down would directly assist the Rheinwehr in our Omega campaign, it's also unlikely that shooting down a Red Hessian as an independent mercenary would have the described effect, especially not to a scale that it matters.
Concerning the part about shooting our enemies down rather than reasoning with them, I'd like to know the name of your commanding officer so I can forward the report to the High Command, seeing how that's not a policy we actually follow.

The Rot Front are former IMG staff who joined the Red Hessians a long time before this crisis began. The IMG and the deserters have been since in opposition. We are unsure what their standpoint in this situation is, but the Rot Front doesn't represent the entirety of the Red Hessians, who indeed do assist the IMG openly, and both establishments are a threat to Rheinland assets in the region, thus the IMG is both directly and indirectly supported with every act of terror they carry out.
At any rate, we have diverted from the point of the original transmission, if you have no further inquiries, I will close this channel.
